KIMBERLEY – The candidate field for Sol Plaatje Municipality in Kimberley reveals a distinct political shift between established incumbents and an aggressive class of challengers ahead of the local government election on 4 November.

A total of 25 political parties will contest the 65 available council seats, comprising 33 ward councillors elected directly and 32 Proportional Representation (PR) councillors allocated via party lists.

Local organisations, including the Kimberley Action Group (KAG), the Sol Plaatje Service Delivery Forum (SPSDF), and Community Alliance SA, have fielded candidates in numerous wards alongside their PR lists. Additionally, the South African Communist Party (SACP) is competing independently for the first time.

The governing African National Congress (ANC) is fielding a mix of returning ward representatives alongside a strategic turnover that excludes several former executive figures. Conversely, opposition forces are presenting a heavily revamped candidate line-up aimed at capitalising on vulnerabilities within traditional ANC strongholds.

The ANC has submitted a 26-member PR list led by mayoral nominee Tebogo Emmanuel “Pantsi” Obusitse. Obusitse, an employee at the Department of Education, is best known as the chairperson and co-founder of the community crime-fighting group Operation Wanya Tsotsi. He is followed on the PR list by Marope Sonja Bosman-Mogorosi (position 2) and Charmoné Hilary Swartz (position 3). Current Council Speaker Elizabeth Dipuo Peters occupies position 8, whilst outgoing Executive Mayor Martha “Barbara” Bartlett is notably absent from the election. The party is contesting 31 individual wards.

Longstanding councillor and pastor Heinrich Pieterse leads the DA as its mayoral candidate, focusing on infrastructure repair, financial recovery, and service restoration. Incumbent Ward 24 Councillor Chris Whittaker holds position 2 on the PR list whilst re-contesting his ward. Brandon van Wyk occupies position 3, with sitting PR councillors Chris Phiri and Carol-Ann Pearce placed at positions 16 and 17. The DA is contesting 31 wards.

Lorato Florence Tito, a former Sol Plaatje councillor and current Member of Parliament, tops the Economic Freedom Fighters’ (EFF) PR list as its mayoral candidate, championing working-class empowerment and municipal oversight. Current PR Councillor Kenneth Corneels Kock is contesting Ward 16, whilst PR Councillor Pontsho Moses Mocwana stands in Ward 12. The EFF is fielding candidates across 31 wards.

Smaller parties contest full coverage

Achieving full-scale ward coverage, the Freedom Front Plus (FF+) is fielding candidates in all 33 individual wards. Its PR list is led by Wilhelm Lourens Reichert at position 1, followed by El-Marie Wilken (position 2) and James Kilgour van Wyk (position 3). Sitting PR Councillors Francois Reichert and Johan Smit hold positions 5 and 6.

Lezelle Jackson holds position 1 on the Patriotic Alliance’s (PA) PR list, a party currently holding three PR seats in the municipality. The PA’s 26-candidate list includes Clive Gerald Jaftha at position 8. The party is contesting 31 wards, deploying prominent local organisers across high-density areas, including Klaas Katz in Ward 1 and Zenobia Charday Barker in Ward 2.

Sitting PR Councillor Dennis Pienaar leads the Sol Plaatje Service Delivery Forum (SPSDF) list at position 1 as its mayoral candidate. The party’s PR list also features Adriana Justine Esau, Poelo Elizabeth Nathane, and Margaret Kereditse Molatudi, supported by candidates in several individual wards.

The Kimberley Action Group (KAG) PR candidate Kagiso Makodi holds position 1 whilst simultaneously contesting six individual wards. The party is contesting all 33 wards. This newly registered party has also fielded one PR candidate for the broader Frances Baard District Municipality.

Context of municipal turmoil

This high-stakes electoral realignment follows a turbulent period marked by municipal paralysis and legal disputes. Conflict intensified over the precautionary suspension of Municipal Manager Thapelo Matlala for alleged financial misconduct. The resulting legal challenge saw the Northern Cape High Court set aside a secondary suspension and order municipal leadership to pay legal costs personally.

Persistent walkouts and administrative instability led the then-Cooperative Governance MEC Bentley Vass to place Sol Plaatje Municipality under Section 139(1)(b) provincial intervention, though the administration status was abruptly revoked months later in favour of a lighter support arrangement.

As Election Day approaches, the contest centres on key contested wards. The ANC relies on established leaders to maintain its municipal majority, whilst opposition parties and independents attempt to convert administrative turmoil into electoral gains.

The contesting parties are ActionSA, African Christian Democratic Party (ACDP), African Independent Congress (AIC), ANC, African Transformation Movement (ATM), Afrika Mayibuye Movement, All Citizens Party (ACP), Azanian People’s Organisation (Azapo), Community Alliance SA, Congress of the People (Cope), DA, EFF, GOOD, Inkatha Freedom Party (IFP), KAG, Pan Africanist Congress of Azania (PAC), PA, SPSDF, SACP, uMkhonto weSizwe Party (MK Party), United Africans Transformation (UAT), United Democratic Movement (UDM), FF+, and Ya Baagi Forum.
