Nelson Mandela Bay Municipality said it was alarmed at the level of civil disobedience displayed at a filling station in Marine Drive on Saturday.
This following the circulation of videos posted on social media displaying a large group of youth aged between 13 and 19, many alleged to be intoxicated.
NMBM spokesperson, Kupido Baron said the brazen disregard for COVID-19 regulations was very irresponsible.
“This is not the time to let our guard down. We are all in this fateful fight against the coronavirus pandemic and must take our responsibility serious in an effort to avoid a significant rise in the infection rate, subsequent mental distress, hospitalisation and fatalities,” Baron said.
He added that the South African Police Services, as the chief mandated authority responsible for the enforcement of the Disaster Management Act regulations, responded to the scene as well as the Metropolitan Police force.
“We worked together with the Saps Public Order Policing unit and the Humewood Saps to contain the situation. Our Metro Police arrested two suspects (aged 32 and 35) for allegedly robbing a 16-year-old female of her cellular phone while she was waiting for a ride hailing service.”
There were reports of a deceased man whose body was found in La Roche Drive. No visible injuries were observed, and the cause of death will only be determined once a post-mortem is done.
