EASTERN CAPE – A senior Eastern Cape Department of Transport official has been placed on precautionary suspension on full pay pending disciplinary proceedings following an internal investigation into allegations surrounding his appointment.
The department announced on Monday 27 July, that Phelisile Melane Deputy Director: Employee Relations, had been placed on precautionary suspension after an independent fact-finding investigation.
Melane will continue to receive his full salary during the suspension, as required by the public service regulatory framework.
Hawks allege qualification fraud
The suspension follows Melane’s arrest by the Directorate for Priority Crime Investigation (Hawks) in June on charges of fraud and forgery.
According to the Hawks, Melane appeared in the Qonce Magistrate’s Court on 24 June after his arrest and was released on bail.
It is alleged that Melane misrepresented his academic qualifications to secure the deputy director position and continued receiving a salary and employment benefits while occupying the post.
The Hawks further allege the department suffered financial prejudice exceeding R2.4 million, representing salaries, benefits and other employment-related expenses allegedly paid while Melane occupied the position. The criminal matter remains before the courts.
Suspension follows internal investigation
The Eastern Cape Department of Transport said Melane would be afforded every opportunity to exercise his right to a fair disciplinary process.
“Having considered the findings of the investigation, the Head of Department has initiated the process of placing Mr Melane, Deputy Director: Employee Relations, on precautionary suspension pending disciplinary proceedings,” the department said.
The inquiry examined the recruitment and selection process, verified the qualifications relied on during Melane’s appointment and reviewed documentary evidence together with representations from affected parties.
According to the department, the precautionary suspension is intended to protect the integrity of the disciplinary process and ensure the matter proceeds without interference.
Further officials under scrutiny
The department said its internal investigation also identified other officials whose conduct may warrant disciplinary action.
“It is anticipated that additional precautionary suspensions may follow as these processes are concluded,” the department said.
However, it said the identities of the officials would not be disclosed at this stage in the interest of procedural fairness and the integrity of the ongoing disciplinary processes.
The department added that all recruitment processes currently under way are being subjected to enhanced oversight and quality assurance, including additional scrutiny by the Office of the Head of Department before appointments are finalised.
