Club Med South Africa one step closer to opening as occupation certificate handed over

KwaDukuza Municipality has officially handed over the occupation certificate for the much-anticipated Club Med South Africa Beach and Safari Resort in Tinley Manor, marking a major milestone in one of South Africa’s most significant tourism developments.

According to a statement, the ceremonial handover, recently held on site and attended by municipal leadership, officials and project stakeholders, signals the formal completion of the development phase of the 54,000 square metre resort; a landmark investment on KwaZulu-Natal’s North Coast comprising 64 buildings.

The certificate follows an extensive regulatory and compliance process, with 12 submission packages processed, approximately 2,000 completion certificates and certificates of compliance issued, including 570 electrical COCs, and major bulk infrastructure works completed. These include 3.3 kilometres of bulk water pipeline, 8.4 kilometres of medium-voltage electrical cabling, a 9-metre pipe jack beneath the N2, and a 40-metre directional drill under the P467.

Murray Collins of Collins Residential described the moment as long-awaited. “It’s a very special day to receive our occupation certificate. We’re incredibly excited about what this means not only for KwaZulu-Natal and the North Coast, but for South Africa as a whole, from tourism growth and job creation to truly putting this destination on the global map,” he said.

Project Lead Chris du Toit praised the collaborative partnership with the municipality. “Right from the early days of design, the municipality consistently dedicated teams to work alongside us, engaging on a weekly and even daily basis to ensure approvals and sign-offs were achieved,” du Toit said, adding that the development’s impact on job creation and economic benefit for surrounding communities was equally important to celebrate.

KwaDukuza Municipality Mayor, Councillor Siduduzo Gumede, underscored the broader significance of the investment. “This is a project of a high, international standard, and we believe it will help improve the lives of our people in KwaDukuza,” he said.

With the occupation certificate now in hand, Club Med’s operational teams are already on site, with staff onboarding and training underway ahead of a phased soft launch. The resort is scheduled to officially open on 4 July 2026.

The development is widely seen as a catalyst for the North Coast’s emergence as a destination for international-standard tourism, and a testament to the power of effective public-private collaboration in delivering large-scale infrastructure projects.
