PIETERMARITZBURG – The man arrested for the 2017 murder of Richmond (KZN) Municipal Manager has been found guilty by the Pietermaritzburg High Court, marking a significant breakthrough in South Africa’s fight against politically motivated killings.

Sibusiso Sithole was shot and killed at the Richmond Licensing office in 2017 whilst en route to a council meeting where he planned to discuss ongoing investigations into fraud and corruption. At the time of his death, Sithole was actively investigating irregularities involving tenders and kickbacks within the municipality.

The South African Police Service (SAPS) Political Killings task team, which took over the investigation in 2018, successfully apprehended Sabelo Phewa in a major breakthrough. Forensic evidence linked the firearm in Phewa’s possession to Sithole’s murder and several other homicides, including that of Amos Ngcobo.

In a related case, Ngcobo’s wife, who had ordered the hit on her husband, turned state witness and received a five-year prison sentence for her involvement.

Yesterday’s verdict found Phewa guilty on multiple charges including the murder of Sithole and Ngcobo, and attempted murder.

The SAPS has welcomed the court’s decision, viewing it as a significant step towards justice for victims of political violence.

“This verdict demonstrates our unwavering commitment to solving political killings and bringing perpetrators to justice,” said SAPS spokesperson Brigadier Athlenda Mathe. “It sends a clear message that no one is above the law.”

Sentencing proceedings are scheduled for 31 July at the Durban High Court, where Phewa faces potential life imprisonment for his crimes.
