In its recently released annual report, the Breede Valley Municipality (BVM) provided a comprehensive overview of its operational landscape, offering insight into both achievements and challenges. The report covered critical aspects, including municipal challenges, service delivery, financial health and key performance indicators.
BVM openly acknowledged prevalent challenges, ranging from skill shortages to budget constraints, poverty, crime and the persistent issue of load shedding. In response, the municipality has implemented strategic actions, including staff-retention strategies, targeted recruitment efforts, revenue-enhancement strategies and formalised plans for informal settlements.
The report underscored the municipality’s recognition of the need for a collaborative approach, particularly in addressing high crime levels. BVM emphasised the importance of multi-sectoral collaboration involving government, private entities and non-governmental organisations to enhance community well-being.
To counteract the impact of continuous load shedding, the Municipality is exploring alternative energy solutions.
This includes fast-tracking the procurement of electrical supply infrastructure and investigating renewable energy sources like solar and hydro-electrical generation.
Balancing Achievements and Challenges in Service Delivery
BVM showcased notable achievements in basic service delivery, marked by significant investments in wastewater treatment, electrical substations, water infrastructure, road networks, and stormwater maintenance.
Initiatives such as routine pothole repair and stormwater maintenance programmes reflect the municipality’s commitment to infrastructure upkeep.
However, challenges persist in various service areas, including water supply, sanitation, roads, solid waste, and electrical services. BVM acknowledged issues such as vandalism of critical infrastructure and resource inadequacies.
The municipality has proposed specific actions to address these challenges, emphasising the importance of securing funding for asset safeguarding and prioritizing maintenance efforts.
The report presented data on the proportion of households with access to minimum levels of basic services.
BVM reported positive increases in households with access to electricity, water within 200 metres, sanitation and waste collection. These achievements align with the municipality’s commitment to enhancing the quality of life for its residents.
Despite adverse economic conditions BVM demonstrated financial resilience, showcasing an improved debt-collection rate, a successful roll-out of an indigent vetting system, and a decrease in water and electricity losses. However, challenges such as the impact of inflation on the budget and the effects of load shedding on revenue generation remain on the municipality’s radar.
BVM’s commitment to good governance is evident in its audited outcomes, with the Municipality receiving an unqualified audit without findings for the sixth consecutive year. This reflects a steadfast commitment to transparency and accountability.
The Municipal Governance and Review Outlook (MGRO) plan, initiated by the Provincial Treasury, further strengthens the municipality’s commitment to clean administration. Quarterly assessments and action plans monitored by the Internal Audit team contribute to BVM’s continuous progress.
