Bergrivier Municipality’s newly appointed Director: Technical Services, Victor Felton.


“I am here to ensure that the public we serve gets the best service possible within the Bergrivier Municipality’s financial and administration means,” so says Victor Felton (54), Bergrivier Municipality’s newly appointed Director: Technical Services.

As from Tuesday 1 February Felton has been appointed on a permanent basis.

The Technical Services Directorate is responsible for the following functions within the Municipality: Bulk purchasing and distribution of electricity, upgrade and maintenance of electricity networks, bulk purchasing and distribution of water, upgrade and maintenance of water networks, upgrade and maintenance of water treatment works and more.

“We are a team of professionals working together to achieve the strategic goals and the vision of Bergrivier Municipality.

“This Directorate plays a key role in the provision of several core services such as tarred roads, potable water, and electricity. It is my role within this team to ensure that we perform our tasks efficiently and effectively so as to deliver high quality services to the public,” Felton said.

Born in Muizenberg in 1967 he moved to the Eastern Cape for his high school education. Felton obtained his Bachelor’s degree in Technology at the Nelson Mandela University in Port Elizabeth.

He is currently a registered professional in the field of civil engineering.

With nearly 30 years of engineering experience, Felton’s internship career began at a consultancy firm, after which he had to do his compulsory military service (officer’s course) in Kroonstad. After completing his military service, he went back to work for a consultancy firm, and worked for a period for Murray & Roberts on the National Road between Durban and Johannesburg.

After some years of working for various consultancy firms, Felton eventually joined the Nelson Mandela Bay Municipality as Assistant Director: Contracts for 12 years.

He then moved to Kouga Municipality as Director: Technical Services and worked there for a decade.

“Besides the vast land and the heat in Bergrivier, the first thing that caught my eye is the quality services being delivered to communities –which are of a high standard when I compare it to municipalities in the Eastern Cape.”

During his free time, Felton loves fishing and playing golf, and recently joined a local church group.

He mentioned that he enjoys hunting too.

“Residents living in the Bergrivier Municipal area are very fortunate since they are receiving good services and facilities are in a good condition.

“I would like to contribute to continue bringing excellent services to the people we serve,” he concluded.
