“True leadership is not expressed by power, but by how you inspire and motivate one another.”
So said the new chairperson of Subcouncil 1, Allister Lightburn, in his maiden speech on Thursday 21 September. “Clarify your vision, some will drop out, but those that stay will see it through,” he said.
“SC 1 will work hand-in-hand with anyone who aspires to be part of the ‘City of Hope’ without fear or favour. We will stay on course to render service of excellence to our residents.”
Indigent support campaign
Households whose income is R7 500 or less per month can benefit from debt write-offs if they have not already received a once-off write-off.
A team will visit local communities to offer assistance to residents in completing their applications. Dates and venues will be communicated in due course, but residents are encouraged to visit the City’s website as well as social-media channels to check on dates, times and venues.
They are also equipped to assist with pensioner-support applications and general account enquiries.
“Residents are often unsure about the various application processes and how they work,” said Mayco Member for Finance, Councillor Siseko Mbandezi, “and with this campaign we are hoping to help residents right on their doorstep. For residents who are unable to attend a roadshow we encourage them to visit our website for more information on the available support, to contact our call centre or to visit their nearest Walk-In Centre. We ask that residents inform their family members, neighbours and loved ones about the roadshows and the City’s indigent support.”
Indigent applicants who are successfully registered need only re-apply every 12 months from the date of approval.
Pensioners
Applications from residents 60 years and older will remain valid until the next municipal valuation of their property comes into effect, which is expected to be from 30 June 2026 or until a supplementary valuation is implemented.
The City also offers free water of 15 kl, free sanitation services at 10,5 kl, up to 60 free electricity units, and the most of every metro linking social relief to property value.
A Spring clean
The City encourages all communities, residents and businesses to join in the #SpringCleanCT campaign, which aims to mobilise communities against illegal dumping and littering by organising clean-ups in their areas as well as reporting illegal dumping.
Residents are encouraged to use the 24-hour toll-free number (0800 110077) for illegal dumping tip-offs or to email Solidwaste.bylaw@capetown.gov.za. Include as much info as possible. The department has launched various awareness and clean-up campaigns along with Bingo the Mascot at schools and in partnership with community driven clean-up initiatives.
“I want to thank Ward Councillor Jonathan Mills for the three clean-ups in Ward 107 and Resolution dialogue between the River Glade Retirement Community and the neighbouring business complex to help make the area more elder-friendly,” said Lightburn.

“Top four schools in Atlantis Mamre and Pella, will compete for the coveted league prize in Primary School Rugby, age groups u-9, u-11 and u-13, this coming Monday, 25 September, which is being supported by Cllr Moosa Raise and me, and also a big thanks to Vangeli Moustakas and Usen Jacobs of OK Food Stores in Avondale and Mamre for the generous sponsorship of trophies.
