A new City Improvement District (CID) is on the cards for Belmont Park and Klein Begin, as residents embark on a journey to transform their neighbourhoods.
Under the banner #Riseagain, the proposed Belmont Park and Klein Begin City Improvement District (CID) initiated in 2018 is entering its final phase, and community support is now more crucial than ever.
Safety, security, environmental, and social economic issues have been plaguing these neighbourhoods for years.
“CIDs empower property and business owners to identify needs and improvements for the area in which they live, work, and operate.
“Together with the steering committee, residents will participate in planning fund allocation for all issues and improvements that fall under the prescribed areas as required by the City. That is public safety, cleansing services, urban maintenance, environment enhancement, and social and economic development,” explains spokesperson Lucinda Nefdt.
“The proposed CID will enhance service delivery and partner with law enforcement to combat issues such as street robbery, burglaries, illegal trading, and land invasion. The initiative also targets cable and electricity theft, as well as the theft of wheelie-bins often repurposed for criminal activities.”

CID support member Diana Manas, a dedicated community philanthropist, encourages residents to actively participate in shaping the future of the community.
“The #RiseAgain campaign sets the stage for a new collaborative chapter in our community’s journey towards rebuilding and development. By uniting under the banner #RiseAgain, residents demonstrate their collective determination to overcome challenges and create a more resilient and brighter future for generations to come in Belmont Park and Klein Begin,” she says.
Along with deputy chair AJ Drotschie, Manas has been involved with the CID board since inception.
power of community-driven action
Nefdt adds that the CID initiative highlights the power of community-driven action in effecting positive change.
Furthermore the CID will aim to revive socioeconomic activity to empower local entrepreneurs. “Initiatives will focus on youth engagement, skill development, along with efforts to improve cleanliness, reduce litter, curb public drinking, and alleviate traffic congestion,” says Manas.
In the coming days CID members will be contacting residents to obtain CID consent or re-confirm consents received.
Community members are called to attend the next community meeting to learn more about the CID and how they can get involved.
The meeting will take place on 11 April at 18:30 at the NG Church Hall on the corner of 9th Avenue and Station Road.
The geographical boundaries of the CID once established will stretch from Van Riebeeck Street to Plantation Street on the Northern boundary; Railway Line from Van Riebeeck Street to 1st Avenue on the Western boundary; railway Line at Maroela Road to the circle at Maroela Road on the Eastern boundary and 1st Avenue to Lincoln Street on the Southern boundary.
