Motorists will be required to present certified copies of identification documents when visiting City of Cape Town motor vehicle licensing offices from 1 November, following the implementation of new national regulations.
The City has been directed to enforce these requirements under the National Road Traffic Act of 1996, though officials are seeking further clarification on certain aspects of the new rules.
Exempt
Drivers renewing their licences will be exempt from this requirement if they have received an SMS notification from either the City or the Road Traffic Management Corporation. These renewals may proceed under existing procedures.
Acceptable Documentation
The following certified identification documents will be accepted:
• South African ID book or card;
• Foreign identification documents; or
• Traffic Register Number (TRN) certificate.
The City is awaiting guidance from authorities on the acceptance of passports and driving licences.
Certification Process
Documents must be certified as true copies by Commissioners of Oaths, notaries or other authorised officials.
Certification must comply with the Justices of the Peace and Commissioners of Oaths Act. The certification must be dated within three months of submission and must contain the official stamp and signature of the certifying officer.
Residents planning to visit City motor vehicle licensing offices after 1 November should ensure their documentation meets the new requirements beforehand. This will help avoid delays and the inconvenience of having to return with properly certified documents.
