JOHANNESBURG – The Kempton Park Magistrates’ Court has sentenced two former SAPS sergeants for a failed plot to murder the husband of one of them to claim R3 million from a life insurance policy. Both Nomia Rosemary Ndlovu and Nomsa Mudau received 10 years each on Wednesday, for conspiracy to murder the latter’s partner, Justice Mudau in 2018.
They were convicted in mid-May. The National Prosecuting Authority (NPA) has welcomed the outcome. The plot was foiled after the would-be hitmen tipped off Justice, leading to him divorcing Nomsa. She joins Ndlovu who is already serving a lengthy term in prison for insurance-driven murders.
The latest 10-year sentence adds to Ndlovu’s existing six life sentences plus 135 years for orchestrating a series of insurance-driven murders targeting her relatives and live-in partner. Famously known as the Killer Cop, Ndlovu is serving six life sentences following her conviction and sentencing in November 2021. She reportedly got about R1.4 million in life and funeral insurance payouts from the killing spree.
“The court ordered that the latest 10-year sentence imposed on Ndlovu run concurrently with sentence she is currently serving,” said Magaboke Mohlatlole, spokesperson for the NPA’s Gauteng division in Johannesburg. He said the state provided compelling evidence that the two women colluded to orchestrate the plot, with Ndlovu connecting the hitmen to Nomsa.
“Ndlovu approached a man who had previously been involved in the murders of her family members and requested him to assist her friend, Mudau, in killing her husband,” said Mohlatlole. He said further investigations led by Captain Kheswa Mabunda revealed that Nomsa contracted the hitmen through Ndlovu.

“Several telephone conversations and meetings subsequently took place between Nomsa and the men in Tembisa. During these engagements, Mudau claimed that her husband was abusive and involved in extramarital affairs,” said Mohlatlole. He said Nomsa promised to pay the men after claiming insurance benefits following her husband’s death.
It emerged the hitmen were promised payment of between R80 000 and R150 000. However, the plot failed after the men alerted Justice, who reported the matter to the police, leading to the arrest of both Nomsa and Ndlovu.
“In aggravation of sentence, senior State advocate Riana Williams argued that the offence was particularly serious because both accused were serving police officers at the time and were entrusted with upholding the law and protecting members of the public. Williams further submitted that neither accused had shown remorse,” said Mohlatlole.
Ndlovu was attached to Tembisa Police Station and Nomsa to Norkem Park police station in Gauteng province.
