STRAND – Frustrated local residents have launched a petition and taken to social media following a weekend of public drinking, street dancing, traffic disruptions, and severe littering along Strand Beach Road on the weekend of 3 and 4 October.
The commotion over the weekend saw several videos posted online showing crowds drinking openly, obstructing traffic, and disturbing the peace along the promenade, prompting renewed community demands for stricter enforcement and immediate consequences for bylaw offenders.
KC Gericke of the Strand Patrol Neighbourhood Watch said local frustration has been building for years, with similar incidents escalating every summer.
“We have been complaining since 2023. Every year, dozens of complaints come through, especially during peak periods and summer weekends,” Gericke said. “On busy days, we want law enforcement presence, confiscation of alcohol, and we want our community to feel safe. We will not win this battle if there are no consequences. There needs to be arrests, towing away of illegal vehicles, and issuing of fines.”
While acknowledging a positive response from Law Enforcement and Traffic Services when called, Gericke stressed that tackling the recurring issues requires a concerted, collective effort between municipal authorities and the community.
City comments
Responding to the outcry, City Law Enforcement spokesperson Wayne Dyason confirmed that municipal authorities are aware of the escalated complaints regarding public drinking, excessive noise, disorderly conduct, illegal parking, and littering along the beachfront.
“Law Enforcement maintains operational deployments within the Strand precinct, subject to available resources and competing operational priorities,” Dyason said. He added that the total number of complaints, fines, warnings, and alcohol confiscations from the 3 – 4 October weekend are currently being collated and verified through official reporting systems.
Dyason highlighted that the City employs visible policing, targeted patrols at identified hotspots, and joint operations with the South African Police Service (SAPS), Metro Police, and Traffic Services to enforce municipal bylaws.
Looking ahead to the warmer months, the City has designated both the Strand and Gordon’s Bay beachfronts as priority enforcement zones.
“Additional weekend deployments have been requested for the pre-festive and festive seasons,” Dyason noted. “Deployments will focus on public drinking, excessive noise, disorderly behavior, illegal parking, traffic obstructions, and other bylaw contraventions to improve public safety and address residents’ concerns.”
The City urges residents to log all complaints and emergency incidents directly through official channels to ensure swift dispatch and accurate tracking. Members of the public can contact the Public Emergency Communications Centre on 021 480 7700 to report ongoing bylaw violations or emergencies.
