Quintile 4 and 5 schools in the Helderberg will benefit from a R47,5 million provincial budget.

The funds, allocated by the Western Cape Education Department, will assist schools listed in this quintile with school fees.

“Many schools are classified as Quintile 4 and 5 schools (fee-paying), which are supposed to be wealthy. The reality is they are attended by a large number of poor learners and, in some instances, should be classified as Quintile 1-3 schools (no-fee schools),” says WCED Minister, Debbie Schäfer.

Compensation claims by fee-paying schools were 91,09% and 96,66% in 2014 and 2015 respectively.

The WCED paid out R20 388 379 million with 48 974 learners claiming compensation in 2011. This amount was doubled in 2016, with a pay-out of R47 518 478 for 77 264 Western Cape learners.

In 2103 216 public schools serving poorer communities were given no-fee status to assist the poorest schools in quintiles 4 and 5 in alleviating some funding difficulties.
