Senior SAPS official dismissed for associating with known criminal

The South African Police Service has confirmed the dismissal of Major General Richard Shibiri, the former Component Head for Organised Crime, following internal disciplinary proceedings that found him guilty of misconduct.

Shibiri was dismissed on Friday after being found guilty of conduct that brought the organisation into disrepute, including associating himself with a known criminal.

“The disciplinary proceedings were conducted in accordance with applicable SAPS prescripts and principles of procedural fairness,” the police said in a statement on Friday.

The dismissal follows Shibiri’s referral for investigation in January, when he was named among 14 high-ranking South African Police Service and Ekurhuleni Metropolitan Municipality officials identified as possible wrongdoers by the Madlanga Commission.

The commission submitted its interim report and recommendations to President Cyril Ramaphosa in December last year, which he studied and accepted.

According to the Presidency, the commission made referrals for investigation where it found prima facie evidence of wrongdoing. The investigations were carried out by SAPS, the Independent Police Investigative Directorate and the Ekurhuleni Metropolitan Municipality.

Shibiri was among five SAPS officials referred for investigation by the commission.
