Roads in northern suburbs of Cape Town earmarked for upgrade

Road upgrades along with the development of several new road links are proposed across the northern suburbs of Cape Town in the short, medium and long term to facilitate government housing and private development.

These roads, as contained in the northern district implementation plan for spatial development, are planned for construction over the next five to ten years, subject to budget requirements and legal processes.

The most important new road links required for future development are the extension of De Villiers Road in Durbanville to link with Langeberg Road, the extension of Uys Krige Drive in Bellville to link with Carl Cronje Drive, the extension of Lucullus road in Joostenbergvlakte to the north, the extension of the R300 and finally the extension of Maroela Road in Kraaifontein to link with Kruis Road in Brackenfell.

Bellville

According to the plan the extension and upgrade of Uys Krige Drive will allow for development of the University of Stellenbosch Business School site as well as the Galleria development.

This goes hand in hand with the development of the half diamond interchange on and off the N1 freeway.

Kraaifontein

In Joostenbergvlakte, the extension of Lucullus Road to Lichtenburg Road and the upgrade of the interchange onto the N1 freeway is planned to facilitate the envisioned development of further phases of Greenville Phase 2 in Fisantekraal where 507 breaking new ground units are anticipated in the short term, as well as a future mixed-use employment node to the north of the Joostenbergvlakte smallholdings.

In Wallacedene, sites were identified for 1 686 Breaking New Ground (BNG) houses in Maroela North, and 570 for Maroela South; while in Scottsdene another 900 social housing units are on the cards.

Furthermore, the plan stipulates the development of 3 657 BNG houses on Darwin Road in the medium term. However, this application was rejected on appeal in 2020 and the application process has to start anew.

Brackenfell/Kuils River

In addition, the planned extension of Maroela Road to link with Kruis Road will facilitate the development of the long planned Crammix property, while the upgrade of the intersection with Bottelary Road will be required to facilitate the development of a mixed use node west and east of Botfontein Road.

The upgrade of Bottelary Road east of Amandel Road to Botfontein Road is planned to accommodate development on the Kruisfontein smallholdings and Brackenfell/Mountain View near Haasendal where a site for 200 social housing units was identified.

Brackenfell Boulevard should receive priority in order to address safer bicycle and pedestrian routes.

Durbanville

In Durbanville, the completion of De Villiers and Legato Drive extension to link with Langeberg is to facilitate the development of the smallholdings in Langeberg. The rerouting of Tyger Valley Road to the west to link with Blaauberg Road will increase accessibility to the Annandale housing project in Milnerton.

The plan stipulates road upgrades in the Durbanville and secondary CBD and surrounds to accommodate densification.

Non-motorised transport facilities are also considered on the outer edges of road reserves where possible and needed to access public facilities and places of work. In this regard the need along Vissershok Road, St James Road, Tyger Valley Road and Koeberg Road is mentioned to increase in pedestrians and cyclists.

Accepted by City

Subcouncil 2 chair Marian Nieuwoudt says City council approved the district plan and the district-implementation plan.

“This plan outlines the basic infrastructure to provide for land-use rights as proposed in the spatial development plan,” she said to TygerBurger last week at the annual Ward 8 land ownership conference.

The implementation plan will also serve as a framework for conditions and spending of development contributions when applications are received. The plan will be used as a guideline for the sector plan of each City department’s budget.

“This is why it is so important for the residents to use these plans to take investment decisions and give input into the City’s budget,” she said.
