Travellers entering or leaving South Africa are now required to complete an online traveller declaration before travelling, following the implementation of the new South African Traveller Management System (SATMS).
The new requirement, which came into effect on Wednesday 1 July, applies to all travellers passing through the country’s air, land, sea and rail ports of entry.
The initiative forms part of a broader government effort to strengthen border management, improve data sharing between state agencies and enhance the monitoring of cross-border activities.
Digital declarations simplify border process
In a recent statement, the South African Revenue Service (SARS) said the SATMS allows travellers to meet their legal obligation to declare goods in their possession, including currency, through a range of digital platforms.
Travellers can submit their declarations using the SARS Customs Online Traveller Declaration Portal, the SATMS mobile application or by scanning designated Scan-to-Declare QR codes available at ports of entry.
“Through convenience and digital accessibility, SATMS promotes voluntary compliance to simplify the declaration process and enhance the overall traveller border experience,” SARS said.
The digital system is designed to streamline customs procedures while improving compliance with South Africa’s customs and border regulations.
No traveller will be turned away
SARS stressed that travellers who have not completed an online declaration before arriving at a port of entry will not be denied entry into or departure from South Africa.
Instead, Customs officials will be available to assist passengers, with self-service declaration terminals also being introduced at ports of entry to help travellers complete the process.
“Travellers will not be denied entry into or departure from South Africa solely because they have not completed a declaration before arriving at a port of entry,” SARS said.
Travellers urged to prepare in advance
Although assistance will be available, SARS is encouraging travellers to familiarise themselves with the new requirements and complete their declarations before travelling to avoid delays.
Officials believe the new system will improve efficiency at border posts while supporting more effective customs enforcement and risk management across government departments.
SARS has urged anyone planning to travel internationally to ensure they understand the declaration requirements and use the available digital platforms before arriving at a port of entry.
