The City of Cape Town has announced the official launch of its Local Planning Support service, offering free architectural and planning assistance to homeowners and micro-developers.
The new branch within the Urban Planning and Design Department was established last year and will hold its services launch event later this month.
Darren Barnard, representing the service, told a Sub-council 17 meeting on 16 March that the initiative focuses on education and awareness about property rights and zoning applications, alongside providing practical guidance through the development process.
Free professional services
The Local Planning Support service offers comprehensive assistance from initial design development through to council submission, targeting homeowners, micro-developers, and professionals navigating the affordable rental flat development process.
“We offer free architectural and planning services to promote healthy, safety, dignity, and good quality living environments,” Barnard said during his presentation.

The service has already developed eight guidelines available on the City’s website at www.capetown.gov.za/LPS , covering the building application process and access to available incentives for those within the affordable rental flats map.
Mobile outreach programme
The team conducts mobile outreaches once monthly across 20 wards annually, ensuring direct community access to professional planning advice.
Every Thursday, an architect and planner are stationed at each of the eight district offices to provide front-counter assistance to members of the public seeking guidance on affordable rental flat developments.
The service also participates in mayoral blitz events and other community engagements where invited.
New development opportunities
The initiative coincides with updated municipal bylaws promulgated in August, with certain aspects taking effect from 1 September.
The new regulations allow property owners to build up to eight units if they have an existing dwelling, or 12 units if focusing exclusively on affordable rental flats within designated SR1, R2, and local business zones.
Launch event details
The official services launch event scheduled for 28 March will feature homeowners who have used the service, community leaders, and experts in affordable rental development.
Deputy Mayor and departmental management will deliver keynote presentations, followed by an open forum for community questions and discussion.
Barnard encouraged all councillors to attend the launch event, noting that formal invitations had been sent personally to local representatives.
The service can be contacted through its general email system, with staff available to assess individual situations and arrange follow-up meetings for detailed assistance.
The Local Planning Support website includes frequently asked questions based on client engagements, providing guidance on the best pathways for various development challenges.
