The Integrated Development Plan is a lifeline for poor, destitute communities, all the more reason for you, the taxpayer, to participate in its process.

Local governments across South Africa, and more particularly Drakenstein Municipality, are nearing the midpoint for public consultation on the Integrated Development Plan (IDP), as this process is set to close at the end of April 2023.

The IDP is a municipal development framework, its origins vested in integrated development and planning across the three spheres of government, various forms of legislation and in international best practice in municipal development.

It is a process that brings different ideas and suggestions together from residents, civil society, faith-based organisations and all stakeholders with a vested interest in making a collective decision on how municipal budgets are spent, on different service delivery priorities, ward-based development initiatives as well as resource distribution within local communities.

This is a lifeline for the poor, the economically excluded and residents of different backgrounds. It encapsulates the will and aspirations of communities to overcome spatial, social, economic and environmental injustices. In the South African context it sets the foundation for overturning the inequalities of the past and establishes common purpose among otherwise disenfranchised people to actively participate in shaping a government that works for them.

This process remains crucial for the relationship between local governments and their residents. Considering 163 out of 257 municipalities in South Africa are dysfunctional, due to mismanagement, corruption and maladministration, we need to turn to communities to take up the responsibility and serve as the protectorate of public funds. Enforcing accountability is not reserved only for opposition politicians; it should be the duty of all affected persons to keep a watchful eye on how taxpayers’ money is spent.

The IDP is the blueprint to determine how effective a municipality will be in executing its constitutional mandate, serving residents and crafting a society that benefits equally from its administration.

As the deadline for consultation is fast approaching I urge all residents in and around Drakenstein to make submissions, share their solutions to service delivery challenges and present ideas to the municipality on how Drakenstein can work for all to truly become a City of Excellence.
