The Koukamma Local Municipality welcomes the recent appointment of Lucas Thamsanqa Somtseu as director Corporate Services by the Council of the Koukamma Local Municipality on May 8.
Lucas Thamsanqa Somtseu has more than 19 years of experience in the local government sphere, having cut his teeth at the Amathole District Municipality where he was assistant manager (HR and Labour Relations). He went to various municipalities after that, the last of which was Port St Johns Local Municipality.
Starting off as the Human Resources practitioner at the then Eastern Cape Appropriate Technology Unit (ECATU), Somtseu quickly rose through the ranks as he was later appointed in various municipalities in the Human Resource and Corporate Divisions.
He has, in his years in local government, assisted, to mention a few, in the development of Corporate Services units and policies.
Somtseu holds a number of qualifications, with Honours, including a Bachelor of Administration from the University of South Africa, a Bachelor of Administration Degree from the former University of Transkei – now called Walter Sisulu University – and a postgraduate Diploma in Industrial Relations from the University of Kwazulu-Natal.
He has also completed the National Treasury Competency requirement (CPMD) with WITS University in 2010.
