Councillor Phumzile Oliphant (centre) has been formally sworn in as a councillor of the Kouga Council. The seasoned councillor from Humansdorp replaces Virginia Camealio-Benjamin, who resigned from the Council in May to become a Member of the Provincial Legislature (MPL) for the Eastern Cape.
