Portfolio Head for Technical Services Councillor Mhlangabezi Mangcotywa and Ward 26 Councillor Lindiwe Ndlebe led a delegation which introduced a contractor appointed for the completion of the Ekuphumleni Multi-purpose Hall in Whittlesea on September 27.
The construction of the multi-purpose centre began in 2017/18 financial year but could not be completed after funds were withheld by the Treasury Department. The project was 80% done, but the construction was stalled and later vandalised and regressed.
“The Council has been trying to resume construction and complete the building of this state-of-the-art hall. We urge members of the community to help protect this facility during and after construction,” said Mangcotywa.
The project will last eight months and will commence on October 17.
At least 70% of employment will consist of local labour which will include women and the youth while 30% will be skilled labourers employed by the contractor. PSC will be established, and a Community Liaison Officer position will be advertised and filled. The main contractor will also utilise local SMMEs as part of local economic development.
The project entails paving, windows and glazing, air conditioning, roof, ceiling, grandstand, generator, fencing, electrical installations, sewer reticulation, water supply and reticulation, storm water drainage, parking and landscaping, lightning protection and earthing, portable water installation, security systems and other necessary works.
When the contractor abandoned the site, the hall was about 80% complete and became vulnerable to vandalism. Criminals were beginning to use the hall as a hive for illegal activities, but the hall will now be secured.
As part of capacity building, labourers will receive accredited training as part of skills transfer.
