There was a full attendance of Councillors at the Council Meeting last Thursday when a lengthy agenda was considered. The Mayor (Mr. J. H. S. Withycombe) presided.
HAWKERS: After discussion it was resolved that hawkers be allowed to ply their trade as contemplated by law, viz: to hawk their goods to consumers, but not to stop and hawk in areas where congestion was likely, such as the narrow road between Dyason’s garage and Lipschitz Corner and the Market Square which was prescribed for the parking of vehicles.
ELECTRICITY: Consideration was given to the application of a butcher for special terms for electricity. The Mayor said that then Council was empowered to give special terms to consumers of more than one thousand units, i.e. to charge five guineas a month minimum plus one penny per unit.
Councillor (Mrs.) Orpen considered that any business that dealt with foodstuffs, such as butchers and dairies, should be encouraged to install up-to-date electrical equipment. The matter was left over pending promulgation of a new tariff in October.
BORER BEETLES: The Town Clerk said it would be necessary to frame by-laws implementing the regulations dealing with the treatment of timber brought into Hermanus. The application of the regulations framed under the Forest Act of 1941 regarding the borer beetle was useless for it did not prevent, for instance, the sending of timber from Paarl to Hermanus.
CONSTRUCTION AND MAINTENANCE OF HERMANUS MAIN ROAD: The Town Clerk read a letter from the Administrator stating that a loan of £25,000 had been set aside for the Hermanus Municipality for this purpose, repayment to extend over 20 years free of interest, the acquisition of strips of land for the widening of roads being subject to approval by the Provincial Administration.
