Bloemfontein – A groundbreaking memorandum of collaboration has been signed to formalise the planning and prioritisation of rural road revitalisation in South Africa’s agricultural heartland, the Free State.
Strategic Partnership Addresses Critical Infrastructure Challenges
The efficient movement of agricultural commodities from farms to silos, processing facilities, and final markets depends heavily on a reliable provincial road network. However, current infrastructure challenges contribute to increased vehicle operating costs and broader economic inefficiencies.

On Saturday, 21 February, Infrastructure South Africa (ISA), Agriculture South Africa (AgriSA), and the Agricultural Business Chamber (Agribiz) signed the Agricultural Rural Roads Revitalisation memorandum in Bloemfontein. This agreement establishes a structured framework to guide joint modelling and prioritisation processes.
Key Stakeholders Unite for Agricultural Infrastructure Development
Signatories present at the ceremony included:
- Theo Boshoff, CEO of Agribiz
- Mameetse Masemola, Head of Infrastructure South Africa
- Johan Kotze, CEO of AgriSA
Government officials in attendance:
- Dean Macpherson, Minister of Public Works and Infrastructure
- Dibelo Mance, MEC for Public Works and Infrastructure in the Free State
Comprehensive Road Mapping Initiative
This collaboration follows extensive engagement between the Department of Public Works and Infrastructure, led by Minister Dean Macpherson, and the Free State agricultural community.
Free State MEC Dibolelo Mance emphasised the significance of this initiative: “This marks the first time that comprehensive mapping of roads in the Free State has been undertaken. We are excited that this pilot project has commenced in the Free State.”
Data-Driven Approach to Infrastructure Planning
Minister Macpherson explained that the vision for this pilot initiative originated in 2024, stating: “The Free State serves as South Africa’s agricultural centre. Produce transported by road reaches consumers nationwide. Following months of dedicated work, we now possess solid data that will be refined to inform decision-making regarding road upgrades in the Free State.”
Extensive Research Scope
The ISA research examined approximately 5 000 local and provincial roads, focusing on key routes connecting:
- Farms to silos
- Silos to manufacturing plants
- Production areas to final markets
Mameetse Masemola, Head of ISA, and Dr Hubert Joynt, Programme Manager of the ISA Centre of Excellence, detailed the comprehensive mapping methodology employed.
Future Implementation Strategy
With comprehensive data now available, AgriSA, Agribiz, and their members will collaborate with ISA to:
- Refine the model with detailed road condition assessments
- Identify necessary improvements
- Establish prioritisation frameworks
- Enhance strategic decision-making processes
This pioneering initiative represents a significant step towards modernising South Africa’s rural infrastructure and supporting the agricultural sector’s continued growth and efficiency.
