This second entrance \u2013 a temporary level crossing over a railway line next to the R60 \u2013 was constructed when the Hex River Bridge located at Raymond Pollet Drive collapsed partially. <\/p>\n
The Hex River Bridge entrance is the only other entrance into Zwelethemba. <\/p>\n
After the uproar the railway level crossing entrance was opened again temporarily.<\/p>\n
The level crossing was a temporary remedy aligned to the period of the declared disaster of the Zwelethemba Bridge collapse. <\/p>\n
The level-crossing entrance was closed, as the disaster has been resolved. <\/p>\n
According to JP Myburg, spokesperson for the Breede Valley Municipality, they received correspondence from Transnet cautioning the municipality that all risk associated to potential loss of life or infrastructure will be the responsibility of the municipality, as the level crossing is no longer permitted. Transnet is the custodian of the infrastructure, as the second crossing goes over a railway line. <\/p>\n
\u201cThe risk assessment stated there were 26\/30 potential hazards associated with this crossing.\u201d<\/p>\n
Myburg added that all ward councillors in Zwelethemba were informed that the level crossing served as a temporary structure. <\/p>\n
Notwithstanding the information released to the community, the municipality said they would engage with the community and all stakeholders once again. <\/p>\n
A decision was then taken to re-open the level crossing for another two weeks, pending another round of public information. <\/p>\n
\u201cIt is important to note that the re-opening essentially places the municipality at risk as per Transnet\u2019s correspondence,\u201d said Myburg.<\/p>\n
\u201cThe municipality is investigating the construction of a permanent second entrance to Zwelethemba. <\/p>\n
\u201cThis relates strongly with the anticipated construction of the Eastern bypass road. It should, however, be noted this is a long-term project that requires the input and support of a range of governmental departments and agencies.\u201d<\/p>\n
