Residents of Oudorp in Vredenburg have raised concerns about people rummaging through refuse bins on collection days, leaving rubbish scattered in the streets and attracting pests.<\/p>\n\n\n\n
According to resident Sammy Springleer, the mess has caused frustration and poses health and safety risks. He added that some individuals may also use the activity to scout properties, with suspected links to petty crime and burglaries.\n<\/p>\n\n\n\n
Another resident said the increase in loitering has left many, especially the elderly, feeling unsafe. “Rubbish lying around also give the community a bad image and is a health hazard,” she said.\n<\/p>\n\n\n\n
Resident Lientjie Blok noted a rise in the number of bin pickers. “Edible and recyclable items are taken, but other waste is left behind, creating unhygienic conditions and giving strangers opportunities to look into properties,” she said.\n<\/p>\n\n\n\n
Springleer called on the Saldanha Bay Municipality (SBM) to address the problem.\n<\/p>\n\n\n\n
SBM spokesperson Tereza Burger confirmed that rummaging through bins is unlawful under the municipality’s Integrated Waste Management By-law of 2022. “This behaviour causes littering, health risks, and unnecessary fear,” she said.\n<\/p>\n\n\n\n
Burger said law enforcement will increase monitoring on collection days and act against offenders. A municipal survey of waste reclaimers was completed in the 2024-’25 financial year, with long-term solutions under consideration.\n<\/p>\n\n\n\n
