As the governing body of the City of Cape Town, which includes police, metro police, traffic services, and the mayor’s office, you bear the responsibility of ensuring the safety of residents against criminal elements. However, it appears that deliberate oversight prevails. \r<\/p>\n\n\n\n
The allocation of taxpayer funds towards various advertising campaigns on multiple platforms raises a question: why not redirect these resources toward increasing personnel for public safety? This initiative should undoubtedly encompass efforts to dismantle the criminal elements operating within the taxi industry.\r<\/p>\n\n\n\n
I have begun to speculate whether certain government individuals possess ownership stakes or familial connections to the taxi industry, thus creating a conflict of interest that may hinder decisive action against these illegal operations. Would goverment be willing to disclose any and all , along with their friends and family members, who may have vested interests in the taxi industries? \r<\/p>\n\n\n\n
You are undoubtedly aware of the areas plagued by such issues and possess the requisite knowledge to address these concerns adequately; yet, your reluctance or perceived incompetence in taking action is troubling. Why is there a palpable fear of these criminal elements?\r<\/p>\n\n\n\n
A week or two ago, traffic officials had no qualms about ensuring the safety of thousands of road users through a roadblock on the N1 towards Paarl. The consequent traffic congestion extended from Bellville, resulting in delays for countless individuals and monetary losses for both citizens and the government. This underscores my point: you seem more inclined to penalise primarily legal drivers during peak hours, causing financial strain, while showing little interest in addressing the actions of predominantly illegal operators. This is deeply concerning.\r<\/p>\n\n\n\n
Moreover, I would like to know the annual financial burden imposed by the taxi industry on taxpayers due to subsidies, accidents, violence, protests, and the manpower required to manage these unlawful behaviors.\r<\/p>\n\n\n\n
How many more lives must be lost or individuals injured at the hands of these criminals?\r<\/p>\n\n\n\n
I propose a comprehensive solution:\r<\/p>\n\n\n\n
Firstly, establish a dedicated taxi division within each sector of government, from administration to law enforcement, funded by the taxi associations themselves. These associations should be tasked with compiling a database of taxi owners who fail to take responsibility for their drivers’ actions. Implement fines against these owners, and should they remain unresponsive, revoke their operating licenses.\r<\/p>\n\n\n\n
Secondly, the aforementioned departments should also monitor irresponsible drivers, imposing additional fines or revoking their professional driving permits (PDPs), should such permits be required \u2014 and I would not be surprised if many are not mandated. In extreme cases, drivers’ licenses should also be revoked.\r<\/p>\n\n\n\n
Thirdly, ensure that every taxi is equipped with a tracking device and 360-degree cameras. Conduct monthly audits of the recorded footage relating to driver behavior, instituting penalties for both drivers and taxi owners. Fines should also be imposed on the associations to which these owners are affiliated. This initiative would effectively eliminate problematic drivers and negligent owners.\r<\/p>\n\n\n\n
Finally, implement a dedicated telephone line for reporting reckless driving, complete with a specific code for each taxi. Consider incorporating a QR code inside and outside the taxi to facilitate automatic reporting to a dedicated webpage containing the taxi’s identification number. Coupled with video evidence and driver behavior captured by the tracking system, this approach should provide ample basis for escalated action.\r<\/p>\n\n\n\n
Severe penalties should be enforced for any tampering with cameras, tracking systems, or QR codes.\r<\/p>\n\n\n\n
I sincerely hope that this correspondence will contribute to addressing the behaviors of these reckless drivers effectively.\r<\/p>\n\n\n\n
