{"id":276751,"date":"2025-09-09T08:01:00","date_gmt":"2025-09-09T06:01:00","guid":{"rendered":"https:\/\/novanews.co.za\/tygerburger\/?p=276751"},"modified":"2025-09-08T14:18:00","modified_gmt":"2025-09-08T12:18:00","slug":"by-law-changes-offer-reprieve-to-backyarder-landlords","status":"publish","type":"post","link":"https:\/\/novanews.co.za\/tygerburger\/by-law-changes-offer-reprieve-to-backyarder-landlords\/","title":{"rendered":"By-law changes offer reprieve to backyarder landlords"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p>New amendments to a city by-law gives several reprieves to small rental unit owners in townships.<\/p>\n\n\n\n<p>This is according to the Development Action Group (DAG) which hosted an information session on the changes in the <a href=\"https:\/\/novanews.co.za\/tygerburger\/protest-calls-for-crackdown-on-illegal-buildings-in-milnerton-20230510\/\">municipal planning by-law<\/a> at the Lentegeur Police Station boardroom on Saturday September 6.<\/p>\n\n\n\n<p>The session was facilitated by the Mitchell\u2019s Plain United Residents\u2019 Association (Mura). <\/p>\n\n\n\n<p>Despite strong opposition to the most recent amendments, DAG, a non-profit that supports micro-developers, said the changes are a help to backyarder landlords.<\/p>\n\n\n\n<p>DAG\u2019s Zama Mgwotyu said there had been a lot of push back by opposition parties who challenged the amendments, saying it was reminiscent of Apartheid spatial planning.<\/p>\n\n\n\n<p>\u201cBut these developments are already happening on the ground and we have been advocating for these changes for some time,\u201d Mgwotyu said. <\/p>\n\n\n\n<p>He said that without the proper support, dense backyard property developments put a strain on infrastructure.<\/p>\n\n\n\n<p>DAG\u2019s project coordinator Kamogelo Shika led the workshop.<\/p>\n\n\n\n<p>\u201cGovernment alone cannot meet the demand for housing,\u201d Shika said, adding that the private sector is providing housing faster than the government. <\/p>\n\n\n\n<p>She said the demand for housing has caused communities to subdivide their properties to create rental incomes but this was mostly done without the proper consultations, permissions or planning.<\/p>\n\n\n\n<p>She told the group of residents, backyarders, councillors and estate agents at the meeting that the amendments helped micro-developers in three ways. The first was more zoning flexibility. We would look at the property and say, \u2018This is what you can do\u2019.
