\u201cThose two dogs gorged my cat\u2019s eye out, broke her skull and three ribs. We had to put her down.\u201d <\/p>\n\n\n\n
This is the last gruesome memory Kensington resident Intisaar Jacobs has of her cat after it was mauled by two cross-breed dogs. <\/p>\n\n\n\n
And, according to residents, several other cats have been viciously attacked or killed by the dogs in recent months. <\/p>\n\n\n\n
The residents allege the dogs are often seen with a man living on the street.<\/p>\n\n\n\n
Jacobs explains that the incident happened in December last year. <\/p>\n\n\n\n
\u201cI was at work when my neighbour called me to say there are two dogs attacking my cat. I phoned my husband, and he went to go and check, my husband looked but could not find the cat. We thought it maybe got away and was hiding somewhere.\u201d<\/p>\n\n\n\n
Jacobs explains when she returned home later that day the cat was still missing. <\/p>\n\n\n\n
\u201cAt about 17:00, we heard her meowing. She somehow managed to jump from the neighbour\u2019s house into our yard. When we found her, her eye had been gorged out by the dogs, her jaw was broken, her skull was also cracked.\u201d <\/p>\n\n\n\n
Jacobs explains that they immediately tried to contact a vet. <\/p>\n\n\n\n
\u201cOne of our friends who is a vet, came to look. He told us we need to put her down, because she has gone through too much trauma and there was too much damage done to her. It was horrific how she looked. It was very sad. This was my kids\u2019 first pet.\u201d <\/p>\n\n\n\n
Carmen Petersen explains that her neighbour\u2019s cat always sat in her front yard. She says on Sunday 8 May the cat was sitting there when the two dogs came running onto the property and started attacking it. <\/p>\n\n\n\n
\u201cI went outside but by this time they already dragged the cat into the street, the cat looked like a ragged doll the way they swung it. Both pulling at it. The cat died.\u201d <\/p>\n\n\n\n
Leila Isaacs explains that she has five cats and one of them named Archie liked playing outside. She says on Monday 20 June, her front gates were open while refuse was being collected. <\/p>\n\n\n\n
\u201cI was at work, but I was told that a man living on the street was seen walking with the dogs. The dogs came unto the property and started chasing Archie.\u201d <\/p>\n\n\n\n
She explains that her 72-year-old mom, who was at home at the time, tried to intervene but could not get the dogs off the cat. <\/p>\n\n\n\n
\u201cThese dogs are so brutal; they are not domesticated dogs. They had the cat on both ends. One of our neighbours managed to get the dogs off. But Archie was so petrified he ran and stayed under a car for about 30 minutes. My husband had to go and get him there.\u201d<\/p>\n\n\n\n
She explains that they contacted a vet, and the cat spent two nights at Tygerberg Animal Hospital (TAH) and Vet Shop in Goodwood.<\/p>\n\n\n\n
\u201cThe severity of the bites were worse than they anticipated, they had to do an operation. We had hope because he was eating and there was no internal damage. But whenever a dog barked, he went into a panic.\u201d<\/p>\n\n\n\n
She explains that the cat was transferred to TAH Bellville but says sadly two days later Archie died of a heart attack. <\/p>\n\n\n\n
In CCTV footage, seen by People\u2019s Post<\/span>, the two dogs can be seen entering a property and viciously biting and slinging the animal. <\/p>\n\n\n\n The cat in the footage belongs to Haseena Karriem. She owns four cats. <\/p>\n\n\n\n \u201cOn Friday 1 July my one cat was sleeping, I had just left home so I left the front gate open. These dogs came running into the yard and literally tore him apart. The cat was so traumatised it ran away and was missing for three days.\u201d <\/p>\n\n\n\n Karriem says posting pictures of her missing cat and explaining her frustration with the dogs on Facebook she was surprised to see how many other residents responded claiming their cats were also victims. <\/p>\n\n\n\n Karriem says when they managed to find the cat after a few days it was hospitalised for a week. <\/p>\n\n\n\n Karriem explains that on Sunday 3 July one of the dogs entered her property again and she then contacted law enforcement.<\/p>\n\n\n\n According to Karriem, one of the dogs was impounded by law enforcement on Sunday 3 July. She claims the man seen walking with the dogs denies ownership of the animals. <\/p>\n\n\n\n Jaco Pieterse, Chief Inspector for the Cape of Good Hope SPCA, says the City\u2019s law enforcement is responsible for enforcing the animal keeping by-law \u201cthat specifically deals with dangerous animals\u201d. <\/p>\n\n\n\n Pieterse says the SPCA has no jurisdiction in terms of the animal keeping by-law. <\/p>\n\n\n\n \u201cThe SPCA can only act in terms of the Animals Protection Act, but only if the owner deliberately incites the dogs to attack the cats.\u201d<\/p>\n\n\n\n Pieterse confirms that they did receive two reports about the dogs, but adds that the complainants were referred to law enforcement. <\/p>\n\n\n\n According to the animal keeping by-law, \u201canimals shall not be a source of danger\u201d. <\/p>\n\n\n\n \u201cNo person may urge, incite or provoke any animal to attack, worry or frighten any person or animal or through negligence fail to prevent any animal from attacking, worrying or frightening any other person or animal.\u201d<\/p>\n\n\n\n The bylaw also stipulates that the City may seize and impound any \u201capparently ownerless or diseased or dangerous or vicious animal found wandering or unattended on any public street or in any public place\u201d.<\/p>\n\n\n\n Wayne Dyason, spokesperson for City law enforcement, confirms that they received a complaint about the dogs and says it was \u201cattended to by the City\u2019s Animal Control Unit (ACU)\u201d.<\/p>\n\n\n\n \u201cThe caller could not provide the residential address of the dog owners and only suspected the dogs came from an informal settlement in 6th Avenue, Kensington.\u201d<\/p>\n\n\n\n Dyason confirms that one dog was impounded. <\/p>\n\n\n\n \u201cDog ownership could not be established. One dog was impounded and taken to the SPCA in Grassy Park on 3 July, while a second dog as described by the caller could not be found after a visit to the settlement.\u201d<\/p>\n\n\n\n He encourages residents to report any strays or dogs running loose in the area, with the owners\u2019 particulars, \u201cin order for ACU to attend to it\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":" \u201cThose two dogs gorged my cat\u2019s eye out, broke her skull and three ribs.
