She was declared deceased on the scene by medical<br>\npersonnel.<\/p>\n\n\n\n<p>Western Cape Minister of Police Oversight and Community<br>\nSafety Reagen Allen commended police on this arrest.<\/p>\n\n\n\n<p>\u201cThis suspect should provide all the detail into this<br>\nunnecessary and senseless incident,\u201d he said. <\/p>\n\n\n\n<p>\u201cThere was no need for this young<br>\ngirl to lose her life in this manner. I once again urge police to apply the<br>\nPOCA (Prevention of Organised Crime Act), so that the suspect has additional<br>\ncharges. Should there be an application for bail I urge the judge to deny it,<br>\nas we cannot have characters such as these roaming our streets.\u201d<\/p>\n\n\n\n<p>The suspect is due to appear in the
