Hangberg housing project Phase 2 delayed as frustration grows

A community activist has called for urgent intervention in the Hangberg housing project Phase 2, saying residents have waited more than six years for progress on housing delivery in Hangberg, Hout Bay.

Activist Roscoe Jacobs says families continue to live in overcrowded and unsafe conditions, while the slow pace of development is deepening frustration in the community.

“House us or we will house ourselves,” Jacobs said.

He added that delays reflect deeper governance concerns.

“This is not just a failure of funding, it is a failure of priorities rather than funding alone,” he said.

Jacobs is calling for a time-bound funding plan, immediate servicing of Erf 2697 along Harbour Road, and improved transparency in communication with residents.

City of Cape Town responds on Hangberg housing project Phase 2

The City of Cape Town says the project is still in its planning phase and must follow standard legal and technical processes for state-subsidised housing delivery.

Mayco member for human settlements Carl Pophaim said the City is working within reasonable timelines.

“The Hangberg Housing Project Phase 2 is in the planning stage and within reasonable timeframes in terms of the processes surrounding state-subsidised housing development and provision,” he said.

He added that funding will only be allocated once the project moves into the construction phase.

Land suitability and infrastructure assessments continue

According to the City, a team has been appointed to assess land parcels in Hangberg for suitability.

These assessments include infrastructure capacity, environmental impact, and accessibility.

“The project is progressing. A team was appointed to conduct investigations into the suitability of various land parcels for the most suitable housing opportunities within Hangberg,” the City said.

However, no construction timeline has been confirmed.

“It cannot yet be determined when construction will commence,” the City added.

Community engagement ongoing

The City says stakeholder meetings have been held to discuss the way forward for the Hangberg housing project Phase 2.

These engagements aim to facilitate discussions between residents, officials and other stakeholders.

“Meetings are held to engage with various stakeholders. These meetings aim to facilitate discussion and agreement on the way forward,” the City said.
