CAPE TOWN – The South African Navy convened its first Special Navy Command Council of the year at the Naval Mess Pretoria from Tuesday 10 February and Wednesday 11 February, bringing together senior leadership to tackle pressing operational challenges and set strategic direction for the year ahead.
Vice Admiral Monde Lobese, Chief of the SA Navy, led discussions focused on strengthening readiness and resilience despite significant fiscal constraints and ageing naval capabilities. The meeting addressed mounting maritime security responsibilities while reviewing organisational performance across the fleet.
Operational Successes Highlighted
Despite financial pressures, the Navy demonstrated notable achievements.
The successful deployment of SAS AMATOLA showcased South Africa’s ability to project maritime presence in the Indian Ocean Region, reflecting professional planning and logistics coordination.
The Navy continues Operation CORONA, its standing border safeguarding mission, conducting regular patrols in territorial waters to combat illegal fishing, trafficking, smuggling and maritime crime while supporting law enforcement authorities.
Armscor Performance Under Scrutiny
A significant portion of discussions centred on the Navy’s relationship with defence contractor Armscor.
Vice Admiral Lobese expressed firm dissatisfaction with maintenance and acquisition project performance, citing instances of underperformance, poor responsiveness, and contract issues that directly impact fleet readiness and national maritime security.
The Chief directed that accountability measures be enforced, engagements intensified, and corrective action pursued to ensure maintenance programmes support rather than hinder the Navy’s operational mandate.
Budget Management Priority
Senior leadership received clear direction to improve expenditure performance and ensure budget holders actively manage allocations.
The Council examined refit programmes, dockyard management and contracting performance to maintain platform availability.
Strategic Direction
The Council reaffirmed the Chief’s Command Aim: ensuring operational readiness and strategic resilience through maintenance recovery, resource optimisation and enhanced personnel capability
The meeting concluded with emphasis on decisive implementation, improved financial discipline, strengthened oversight and sustained operational focus as the Navy progresses through 2026.
