Democratic Alliance (DA) leader John Steenhuisen on Monday unveiled an ambitious six-point economic recovery plan, calling for the scrapping of Black Economic Empowerment (BBBEE) and employment equity policies which he says are \u201cholding the economy back.\u201d<\/p>\n\n\n\n

Speaking in Johannesburg – which he described as \u201cthe economic heart of our nation\u201d – Steenhuisen painted a stark picture of South Africa\u2019s economic decline, citing unemployment rates of nearly 33% and a 10% shrinkage in GDP per capita over the past 15 years.<\/p>\n\n\n\n

\u201cOur economy is in the ICU,\u201d Steenhuisen told media and supporters. \u201cOver the last 15 years, GDP per capita has shrunk by 10%. Add discouraged job seekers, and the real unemployment rate is over 43%.\u201d<\/p>\n\n\n\n

Key policy proposals<\/h2>\n\n\n\n

The DA\u2019s plan targets what Steenhuisen termed \u201cthree major roadblocks\u201d – BBBEE, employment equity, and the Expropriation Act – which he claims deter investment and job creation.<\/p>\n\n\n\n

\u201cBBBEE and racial quotas have failed, and together with expropriation without compensation, create an environment that deters investment, growth and job creation for the majority of South Africans,\u201d he said.<\/p>\n\n\n\n

The party\u2019s comprehensive economic plan includes:<\/p>\n\n\n\n

1. Scrapping BBBEE and Employment Equity: Replace with \u201cpolicies that create opportunity based on need and merit, not race or connection.\u201d<\/p>\n\n\n\n

2. Energy Reform: Break Eskom\u2019s monopoly by creating a competitive energy market and ringfencing municipal electricity revenue.<\/p>\n\n\n\n

3. Infrastructure Overhaul: Concession freight rail and port terminals, ending what he called \u201cTransnet\u2019s stranglehold.\u201d<\/p>\n\n\n\n

4. Public Spending Reform: End bailouts to state-owned entities, which have cost R310 billion, and cut government waste.<\/p>\n\n\n\n

5. Local Government Fix: Introduce legislation setting minimum thresholds for political parties to get council seats and welcome private sector participation in struggling municipalities.<\/p>\n\n\n\n

6. Rule of Law restoration: Establish a new Anti-Corruption Commission – \u201cScorpions 2.0\u201d – and implement lifestyle audits for senior police officials.<\/p>\n\n\n\n

The \u201cKabelo\u201d Story<\/h2>\n\n\n\n

Steenhuisen illustrated the challenges facing entrepreneurs through the story of \u201cKabelo\u201d from Vosloorus, a small logistics company owner who started with \u201ctwo trucks, ambition, and a dream\u201d but faced systemic barriers.<\/p>\n\n\n\n

\u201cNo funding – because he lacked collateral. No tenders – because he had no political connections. No support – because BBBEE, in practice, has become a hurdle rather than a help,\u201d Steenhuisen explained.<\/p>\n\n\n\n

He argued that current policies create \u201cperverse incentives\u201d where large companies exclude small and medium enterprises to improve their own BEE credentials.<\/p>\n\n\n\n

National dialogue criticism<\/h2>\n\n\n\n

The DA leader sharply criticized the ANC\u2019s planned R700 million National Dialogue, calling it \u201ca talk shop with no action, no reform, no plan.\u201d The DA withdrew from the initiative weeks ago, with Steenhuisen noting that even former President Thabo Mbeki has reached similar conclusions.<\/p>\n\n\n\n

\u201cWe reject that wasteful distraction. Today, we present real solutions, and we offer them free of charge to the ANC,\u201d he said.<\/p>\n\n\n\n

Steenhuisen highlighted the DA\u2019s achievements in national government, including blocking a proposed 2% VAT increase, reforming visa rules to boost tourism, opening new agricultural export markets, and easing BEE requirements in the ICT sector.<\/p>\n\n\n\n

He pointed to DA-governed areas like the Western Cape, uMngeni, and Midvaal as examples of successful implementation of their policies.<\/p>\n\n\n\n

The DA leader announced plans to table the economic plan in Cabinet and demand presidential support for the reforms, while also bringing proposals to Parliament.<\/p>\n\n\n\n

\u201cSouth Africa doesn\u2019t need more talk. It needs Action. It needs the ANC to set aside their ideologies, and instead work with the DA to focus on the economy,\u201d Steenhuisen declared.<\/p>\n\n\n\n

He concluded with a direct appeal to voters: \u201cDo you want clean water in your taps? Roads that work? Electricity you can rely on? Jobs for your children?\u201d<\/p>\n\n\n\n

The speech comes amid ongoing economic challenges, with South Africa grappling with high unemployment, infrastructure decay, and energy shortages.
