In die lig van \u2019n onlangse artikel in \u2019n dagblad: \u201cDe Ruyter oor duur krag: Probleem is raadslede met Louis Vuitton-handsakke\u201d (6 Junie) s\u00ea die hoof van Eskom, Andr\u00e9 de Ruyter, dit is nie noodwendig die kragvoorsiener wat duur krag verkoop of verskaf nie, maar eerder \u201comdat sekere munisipaliteite enorme winsmarges op kragverkope hef omdat dit die maklikste manier is om hul bele\u00ebrde finansies te ondersteun.\u201d<\/p>\n\n\n\n

Die afgelope paar jaar noem ek Drakenstein, en spesifiek die Paarl, my tuiste. Ook hier tussen die wingerde en kelders in die beter bestuurde Wes-Kaap is die praktyk om krag as geldkoei te gebruik, baie sterk in hierdie munisipaliteit gevestig. <\/p>\n\n\n\n

Inwoners kla gereeld oor die Drakenstein-munisipaliteit se ho\u00eb tariewe en in Paarl Post word gereeld <\/span><\/i>daaroor geskryf. Die munisipaliteit en stadsbestuurder verdedig gereeld die tariewe van die elektrisiteits- en ander dienste deur na verskeie aspekte te verwys. Een daarvan is \u2019n sogenaamde onlangse onafhanklike ontleding oor 25 munisipaliteite in die provinsie, wat daarop wys dat die DM se tariewe en belasting van die goedkoopste onder di\u00e9 25 is. Maar, die stadsbestuurder laat na om te s\u00ea wat die naam van die verslag is en waar dit gepubliseer is. Die inligting wat in die artikel genoem word, laat \u2019n mens ook wonder watter maatstawwe gebruik is om tot hierdie gevolgtrekking te kom. <\/p>\n\n\n\n

Die probleem is wanneer \u2019n rekening van die Drakenstein \u2013 Paarl spesifiek \u2013 vergelyk word met rekeninge van nabygele\u00eb munisipaliteite, skets dit \u2019n ander prentjie. Ons het drie rekeninge uit Paarl met die volgende rekeninge vergelyk:<\/p>\n\n\n\n

Ses van Stad Kaapstad-munisipaliteit (Brackenfell, Durbanville, Edgemead, Strand, Welgelegen en twee in Stellenryk) en een elk van die Langeberg- (Montagu), Overstrand- (Vermont) en die Kaap Agulhas-munisipaliteit (L\u2019Agulhas).<\/p>\n\n\n\n

Hoewel hoofsaaklik op die elektrisiteitsbeskikbaarheidsfooi gefokus word, het ons ook opgelet vullisverwydering is verreweg die duurste in die Drakenstein.<\/p>\n\n\n\n

Die tariewe was as volg:.<\/span> Vullisverwydering: <\/b>Kaapstad: R142; Langeberg: R196; Overstrand: R231,83; Agulhas: R224 en Drakenstein: R347,65.<\/span> Elektrisiteit basies: <\/b>Kaapstad: R168,95; Agulhas: R406,64 en Drakenstein: R631,35 (ander rekeninge wys nie die beskikbaarheidsfooi nie).<\/p>\n\n\n\n

Duidelik is Drakenstein die duurste in genoemde kategorie en verreweg die duurste met elektrisiteitsvoorsiening. <\/p>\n\n\n\n

Maar waarom?<\/p>\n\n\n\n

Een van die hoofverskonings wat hiervoor gebruik word, is dat 57% van Drakenstein se inwoners armlastig is en nie munisipale tariewe kan betaal nie (\u201cGemeenskap kap terug\u201d, Paarl Post<\/i>, 28 Oktober 2021) en (\u201cMunicipal rates and tariffs \u2013 here are the facts\u201d Paarl Post, <\/i>15 April 2022).<\/p>\n\n\n\n

Die probleem hier l\u00ea daarin dat 43% van Drakenstein se inwoners dus die rekening van 100% van die inwoners dra. Dit blyk dat dit die rede kan wees vir hierdie kostes, maar daar kan natuurlik ander faktore wees, soos goedkoop politiek om die meerderheid steun in verkiesings te behou deur dienste gratis aan te bied of dan uit te deel \u2013 \u2019n taktiek wat ons onder die ANC-regering maar alte goed ken. Verder kan geredeneer word of dit eties regverdigbaar is vir die kleiner deel van die bevolking in die Drakenstein om die groter deel se laste te dra?<\/p>\n\n\n\n

Die argument kan verder gemaak word dat dit nie regverdig is om te verwag dat iemand sonder werk en wat skaars kos kan bekostig, moet betaal vir sy dienste terwyl party inwoners soveel verdien dat hulle \u2019n groot oorskot het nie. Hoe en met watter maatstawwe bepaal die munisipaliteit wie diegene is wat kan betaal en wie armlastig is? <\/p>\n\n\n\n

Maar wat van die res van die dorp? <\/p>\n\n\n\n

Wat as iemand in \u2019n nuwe inkomstegroep inbeweeg wat hom\/haar nie meer armlastig maak nie, maar so iemand woon steeds in \u2019n gebied waar hulle as armlastig geklassifiseer word?<\/p>\n\n\n\n

In die straat waar ek woon, is twee eiendomme waar pensioentrekkers woon \u2013 die een trek nou na familie en moet haar eiendom verhuur om dit te kan behou. Die ander is op soek na \u2019n ander blyplek. Dit is nie net hulle nie, maar sommige van die jonger paartjies ook \u2013 alles omdat \u2019n rekening van R4 000 tot R5 000 en meer vir \u2019n gewone middelklas-huis in die dorp te veel raak om te dra. En boonop is munisipaliteite rondom Drakenstein se tariewe meer as die helfte minder per maand.<\/p>\n\n\n\n

Verder kan ges\u00ea word hierdie benadering is verkeerd as in ag geneem word dat sakeondernemings ook voel hulle word oorlaai met tariewe en verlaat eerder die Drakenstein as om hier te bly. Ander wat die DM oorweeg, sal dit bloot oorslaan vir die goedkoper tariewe van Kaapstad. In \u201cCrippeling tariffs killing businesses\u201d (Paarl Post<\/i>, 5 November 2021) word genoem Paarl hef van die hoogste elektrisiteitstariewe vir nywerhede in die provinsie en as gevolg hiervan dwing dit baie fabrieke om na ander gebiede te verskuif om hierdie ho\u00eb tariewe te vermy. So, as gevolg van die ho\u00eb tariewe is minder werk in die Drakenstein beskikbaar, en omdat minder werk beskikbaar is, kan meer mense nie die tariewe betaal nie. Die persentasie inwoners wat die tariewe kan betaal, is minder, en dus is die las swaarder op diegene wat wel kan, of wat lyk asof hulle kan betaal. Dalk is dit tyd dat die munisipaliteit sy prioriteite regkry en begin dink aan wat hy kan doen om die omgewing te skep wat vir beleggers en werkskeppers aanloklik is, sodat ons die las op die gewone middelklas-inwoners kan verlig. Met nog verhogings aan die kom sal die situasie nie meer lank so kan aanhou nie..<\/span> Jaco Prins is \u2019n bekommerde inwoner van die Paarl<\/i>.<\/p>\n\n\n\n
