Die Paarl-belastingbetalersvereniging s\u00ea die Drakenstein-munisipaliteit is besig om sy eie plaaslike wetgewing te verontagsaam deur nie die nasionale regering aanspreeklik te hou vir die agteruitgang van die ou Paarlse poskantoor langs die Hugenote-treinstasie nie. Di\u00e9 gebou het nou glo \u2019n blyplek vir haweloses en misdadigers geraak.<\/p>\n\n\n\n

Die gebou word al vir \u2019n geruime tyd deur vermoedelik haweloses beset.<\/p>\n\n\n\n

Ernstige vandalisme het egter volgens ondernemings in die nabye omgewing sedert Desember verlede jaar begin plaasvind, met \u2019n groot deel van die dak asook die meeste vensters wat sedertdien vernietig is.<\/p>\n\n\n\n

Toe Paarl Post <\/em>Maandag (26 Februarie) die gebou aan die kant van die Hugenote-treinstasie besoek, het \u2019n vuur in die gebou gebrand.<\/p>\n\n\n\n

Die belastingbetalersvereniging meen die munisipaliteit se plaaslike wetgewing oor probleem-eiendomme is in di\u00e9 stadium bloot \u2019n dokument wat hy versuim om te gebruik om druk op die nasionale regering te plaas om die situasie by die gebou aan te pak.<\/p>\n\n\n\n

Die Drakenstein-munisipaliteit het in 2012 sy munisipale regulasie vir probleem-eiendomme in die provinsiale staatskoerant opgeteken, wat in 2020 aangepas is.<\/p>\n\n\n\n

Di\u00e9 regulasie, onderteken deur dr. Johan Leibbrandt, die stadsbestuurder, verklaar dat die munisipaliteit \u2019n mandaat het om die eienaar van enige eiendomme skriftelik te mag verwittig oor enige omgewings- en veiligheidskwessies wat deur die betrokke eiendom veroorsaak word.<\/p>\n\n\n\n

Die wetgewing stel dan die munisipaliteit ook in staat om die eienaar strafregtelik te laat vervolg, sou daar nie gehoor gegee word aan sekere eise nie.<\/p>\n\n\n\n

Volgens David Frost, voorsitter van die Paarl-belastingbetalersvereniging, is di\u00e9 perseel en talle ander verlate geboue \u2019n seer oog.<\/p>\n\n\n\n

\u201cDit is \u2019n skande dat die nasionale regering toelaat dat geboue in sy besit en beheer tot so \u2019n toestand verval. Met hierdie plaaslike wetgewing het die Drakenstein-munisipaliteit egter \u2019n middel tot sy beskikking wat hy versuim om toe te pas. Die wetgewing laat hom toe om die nasionale regering verantwoordbaar te hou vir die stand van die gebou,\u201d het Frost aan Paarl Post <\/em>ges\u00ea.<\/p>\n\n\n\n

Hy s\u00ea inwoners is geregtig op \u2019n veilige en skoon omgewing.<\/p>\n\n\n\n

\u201cOp die ou einde gaan dit oor die sinlikheid en aansien van die dorp. Geboue is veronderstel om aantreklik te wees vir die bewoners van \u2019n omgewing. Dit kan nie in so \u2019n staat van verval wees nie.\u201d<\/p>\n\n\n\n

Seraj Johaar, die munisipaliteit se uitvoerende direkteur van korporatiewe en beplanningsdienste, het by navraag aan die koerant ges\u00ea die gebou behoort aan die Passasierspooragentskap van Suid-Afrika (Prasa).<\/p>\n\n\n\n

\u201cDrakenstein-munisipaliteit deel in die kommer oor veiligheid onder inwoners en sakeondernemings. Ons het al op verskeie geleenthede die kwessie met Prasa geopper en het eers onlangs terugvoer van hom ontvang.\u201d<\/p>\n\n\n\n

Volgens Johaar het Prasa die munisipaliteit ingelig dat \u2019n potensi\u00eble huurder belangstelling in die gebou toon.<\/p>\n\n\n\n
