Henry Jacobs, die stigter van Community Youth and Family Services (CYFS)<\/a> in Wellington, het Dinsdagoggend (25 November) ‘n petisie aan die Drakenstein-munisipaliteit (DM) oorhandig nadat die DM vroe\u00ebr die maand ‘n kennisgewing aan die organisasie sonder winsoogmerk uitgereik het om die Safmarine-saal te ontruim.<\/p>\n\n\n\n

Di\u00e9 brief volg nadat die DA in die Drakenstein op die onlangse raadsvergadering in Oktober teen die hernuwing van die verhuring van die Safmarine-saal in Wellington aan CYFS gestem het. Omdat die DA die meerderheidsparty in die raad is, het di\u00e9 party se stemme die finale besluit bepaal.<\/p>\n\n\n\n

Paarl Post<\/em> het vroe\u00ebr in November berig volgens die raadsvergadering se sakelys het die DM die openbaredeelnameproses in Oktober 2024 ten opsigte van die verhuring van die saal aan CYFS vir twee jaar asook ‘n 90-dae-tydperk van onmiddellike okkupasie om verdere vandalisering van die saal te voorkom, goedgekeur.<\/p>\n\n\n\n

Die openbaredeelnameproses is gevolg en geen besware is aangeteken nie, waarna die verhuring van die saal in Desember 2024 aan CYFS goedgekeur is.<\/p>\n\n\n\n

Volgens die sakelys is ‘n assessering van die gebou se toestand in 2019 gedoen en dit is bevind dat die gebou nie geskik is om gebruik te word nie. <\/p>\n\n\n\n

Die DM het toe oorweeg om die saal plat te stoot, maar is toe deur Jacobs genader om die saal te huur, wat alle restourasiewerk uit sy eie sak gedoen het.<\/p>\n\n\n\n

Jacobs het aan die koerant ges\u00ea hy aanvaar nie die DM se skrywe nie en CYFS sal nie die Safmarine-saal teen 1 Desember ontruim nie. Volgens hom het hy reeds ‘n regsmening ingewin om die DM se uitsettingsverrigtinge teen te staan.<\/p>\n\n\n\n

CYFS het hul ongelukkigheid hieroor verder in die openbaar uitgespreek deur die afgelope Dinsdagoggend (25 November) ‘n vreedsame optog te hou. Dit het by die munisipale gebou ge\u00ebindig.<\/p>\n\n\n\n

As deel van die vreedsame optog het Jacobs, asook Christene Persens (CYFS se gemeenskapsbeampte), Michael Scholtz (pastoor en voorsitter van CYFS se godsdienstige- en beradingsplatform) en Lee Ann Jacobs (jeugambassadeur van die Verenigde Nasies se Jeugverenigings van Suid-Afrika) almal ‘n plakkaat rondgedra met die bewoording “Hands off! Safmarine Hall”.<\/p>\n\n\n\n

CYFS bied tans ongeveer 46 programme en word self gefinansier. Dit sluit onder meer dwelm-, bende-, vroe\u00ebkinderontwikkeling- en jeugwerksessies asook ondersteuningsgroepe vir mans en vroue in. Jacobs was onder meer ‘n voormalige polisiebeampte in Wellington en het in 2023 n\u00e1 \u2018n paar jaar oorsee na die dorp teruggekeer.<\/p>\n\n\n\n

Volgens hom het hy dadelik ingegryp toe hy die stand van die Safmarine-saal sien \u2013 \u2018n saal wat hy in 1998 help bou het. Jacobs dien ook in Wellington se gemeenskapspolisi\u00ebringsforum (GPF), het Paarl Post<\/em> voorheen berig.<\/p>\n\n\n\n

Jacobs s\u00ea in ‘n verklaring, wat op sosiale media gedeel is, dat politiekery veroorsaak het dat CYFS se huurkontrak deur die DM opgeskort is.<\/p>\n\n\n\n

In die verklaring voer hy aan sommige DA-raadslede wou kantoorruimte in die saal gehad het, waarna hy dit nie goedgekeur het nie en dit die raadslede ontstel het.<\/p>\n\n\n\n

Volgens hom het CYFS toe in Februarie vanjaar ‘n uitsettingskennisgewing van die DA ontvang, waarna dit, volgens hom, verbaal deur ‘n senior amptenaar teruggetrek is. Hy het toe weer n\u00e1 die raadsvergadering gehoor dat die DA teen die hernuwing van die verhuring gestem het.<\/p>\n\n\n\n

Volgens Koos le Roux, die DM se Speaker, het die DM die besluit geneem om nie CYFS se huurooreenkoms te hernu nie – weens die “voorskrifte van die Suid-Afrikaanse Nasionale Standaarde (SANS) rakende die okkupasie van geboue en veral die veiligheid van die gemeenskap”.<\/p>\n\n\n\n

Die koerant wou by die munisipaliteit weet wat vir die gebou beplan word, waarna Le Roux geantwoord het: “Die DM se planne met die saal sal afhang van die veiligmaak van die gebou en die begrotingsimpak daarvan”.<\/p>\n\n\n\n

“Die [DM se munisipale] raad bly daartoe verbind dat die perseel tot voordeel van die bre\u00eb gemeenskap aangewend moet word en dat skakeling reeds gedoen word aangaande die lewering van uitgebreide voordele n\u00e1 die voldoening aan okkupasie-voorskrifte,” het Le Roux by navraag ges\u00ea.<\/p>\n\n\n\n

In ‘n onlangse verklaring deur Doreen Carolissen van die GOOD-party in die Drakenstein het sy gevra wat die rede vir die DM se besluit is om nie CYFS se huurkontrak te hernu nie.<\/p>\n\n\n\n

“Dit val dalk wel binne die munisipaliteit se jurisdiksie om hierdie besluit te neem, maar dit is nie in die openbare belang geneem nie en gewis nie op \u2019n tyd soos di\u00e9, so laat in die jaar nie.
