The \u201cunacceptable and poor service delivery\u201d of the Sol
\nPlaatje Municipality in Kimberley is the driving force behind a meeting to
\ndiscuss ways of turning the situation around.<\/p>\n\n\n\n

The meeting, hosted at the Horseshoe Inn at 17:00 on
\nWednesday (16\/02), is being organised by the Sol Plaatje Ratepayers\u2019
\nAssociation. <\/p>\n\n\n\n

Tumelo Mosikare, project manager, says it will not be a moan
\nand groan session, but a platform for business owners and residents to discuss
\nproposed solutions and possible actions.<\/p>\n\n\n\n

Meanwhile, the DA said in a statement that the escalating
\nEskom debt, along with empty coffers at the municipality, could spell dark days
\nahead for Kimberley.<\/p>\n\n\n\n

Mosikare says everyone knows what is wrong. <\/p>\n\n\n\n

\u201cWe must act now and change the city. The current municipal
\nmanager\u2019s contract is ending soon, and we do not expect a capable person to be
\nappointed. It is up to businesses to pressure the municipality in delivering
\nthe services that are being paid for.<\/p>\n\n\n\n

\u201cGovernment departments owe the municipality almost
\nR800\u2009million, yet their services are never cut like those of businesses and
\nresidents. <\/p>\n\n\n\n

\u201cWhy is that? We want to meet with the municipal directors
\nand ask to see the accounts of the different departments as it is public
\ndocuments. We want to know why departments are not forced to pay and why the
\nmunicipality is so lenient. Why can MECs intervene and prevent services to be
\ncut from government departments, yet residents and businesses in arrears are duly
\npenalised?\u201d<\/p>\n\n\n\n

He says they expect some 150 people to attend the meeting
\nand approve actionable steps.<\/p>\n\n\n\n

\u201cIt is a tragedy to see how dilapidated the central business
\ndistrict is. Some businesses have left the city. Two major clothing retailers
\nhave closed in the central business district, where hawkers are allowed to do
\nbusiness as they wish without permits. They litter and carelessly damage
\nbeautiful buildings. Despite bylaws, the municipality does not act. <\/p>\n\n\n\n

\u201cThere is a total lack of accountability. Businesses who pay high rates do not get equitable services. When they do complain, they are given the runaround. No wonder so few legal actions are being taken against the municipality. Meanwhile, residents suffer without water supply, dirty water, power outages, sewage spills, rubbish everywhere and potholes.\u201d<\/div>\n

Mosikare says they are concerned about the municipality\u2019s
\ndire financial situation. <\/p>\n\n\n\n

\u201cHow is it that most customers have prepaid meters, yet the
\nmunicipality owes Eskom R400\u2009million? The crisis needs to end now.\u201d<\/p>\n\n\n\n

Peet Louw, DA councillor, says the Eskom debt has ballooned.\n<\/p>\n\n\n\n

\u201cIf Sol Plaatje does not act to urgently renegotiate a
\npayment plan and adhere to it, Kimberley could be in for dark days due to
\ndebt-induced loadshedding. Eskom could also seek to freeze Sol Plaatje\u2019s bank
\naccount, as it did with the Renosterberg Municipality. This will mean that,
\namongst other things, salaries won\u2019t be paid. In addition to monies owed to
\nEskom, Sol Plaatje is also facing growing debt of over R100\u2009million owed to the
\nWater Board.<\/p>\n\n\n\n

\u201cTo aggravate the already volatile situation, the
\nmunicipality is not collecting sufficient revenue to cover its commitments. The
\nmunicipality has been experiencing a monthly shortfall of close to R40\u2009million
\nfor some time already.\u201d<\/p>\n\n\n\n

The newly elected government is already failing by
\nrectifying these unsustainable and critical issues. Chaotic and unproductive
\ncouncil meetings also do not allow fruitful discussions on solutions for
\ncritical service delivery issues.<\/p>\n\n\n\n

\u201cDuring this week\u2019s rescheduled council meeting, we will
\ninsist that service delivery issues are prioritised and that our questions
\npertaining to debt and the financial state of the municipality are answered. We
\nwant to know what the municipality is doing in respect of debt that is older than
\n90 days. We also want to know why the debt has gotten so high, and find out the
\namount of outstanding monies owed to Sol Plaatje, by whom this money is owed,
\nand how Sol Plaatje is dealing with non-paying clients.\u201d<\/p>\n\n\n\n
