\u2019n Politieke party en die National African Farmers\u2019 Union (Nafu) meen grondhervorming in die Noord-Kaap \u201cmisluk omdat die regering transformasie onder ontluikende boere weerhou\u201d.<\/p>\n\n\n\n

Die provinsiale departement van landbou, omgewingsake en landelike ontwikkeling gee die onenigheid onder ko\u00f6peratiewe van opkomende boere die skuld vir landbouprojekte wat faal.<\/p>\n\n\n\n

Die beweringe kom nadat Reinette Liebenberg, die DA se provinsiale woordvoerder vir landbou, omgewingsake, landelike ontwikkeling en grondhervorming, op \u2019n pakhuis met miljoene rande se landboutoerusting in die Prieska-omgewing afgekom het wat reeds tien jaar onder stof l\u00ea. <\/p>\n\n\n\n

Die toerusting, wat deur die departement aangekoop is, was bedoel om ontluikende boere te help om besproeiingsboere te word.<\/p>\n\n\n\n

Reinette Liebenberg s\u00ea die onbenutte meentgrond in die Siyathemba- munisipale gebied is tekenend dat die regering se grondhervormingsplanne misluk.<\/div>\n<\/div>\n\n\n\n

\u201cDie afgelope tien jaar het die plaas geen oes opgelewer nie. Die boerderytoerusting is teen sowat R20 miljoen aangekoop, maar geen van die sowat 25 ontluikende boere wat kon baat, trek voordeel hieruit nie.<\/p>\n\n\n\n

\u201cOntluikende boere in die gebied sukkel om toegang tot landbougrond te kry en kan nie ho\u00eb produksiekoste en vervoer bekostig nie. Intussen l\u00ea die grond braak en die masjinerie verroes, met geen kosproduksie of inkomste nie. Dieselfde gebrek aan landbou-ondersteuning en inter\u00addepartementele verhoudinge heers oor die provinsie heen.<\/p>\n\n\n\n

\u201cIn die Dawid Kruiper-munisipaliteit wag \u2019n ontluikende boer, wat jare gelede met \u2019n eerbewys vir prestasie as ontluikende boer bekroon is, steeds om \u2019n boerderykontrak en \u2019n titelakte te ontvang.<\/p>\n\n\n\n

\u201cDie provinsiale regering bewerkstellig nie ware transformasie in die landbousektor nie. Ons versoek die LUR om die grond en toerusting beskikbaar te maak. Die departement moet die ander sfere van regering verantwoordelik hou om verdere ondersteuning te gee, wat gepaard gaan met gereelde monitering en die hou van bateregisters.\u201d<\/p>\n\n\n\n

\u201cIndien die owerhede ernstig is om hul landbou-ontwikkelingsplan te laat slaag, moet hulle grond, toerusting, asook opleiding en mentorskap, verskaf. Ons het aangebied om geskikte boere te identifiseer, maar het nie veel reaksie gekry nie. <\/p>\n\n\n\n

\u201cOns het geen politieke motiewe nie, ons wil geesdriftige ontluikende boere met durf, wat kennis en ervaring wil opdoen, bemagtig. Ons gaan ook die provinsiale departement nader om die projek weer aan die gang te kry.\u201d<\/p>\n\n\n\n

Hy s\u00ea Nafu het al ontluikende boere wat lusern en mielies produseer se landbouvaardighede verbeter. <\/p>\n\n\n\n

\u201cOm met kontantgewasse te boer is baie meer ingewikkeld as veeboerdery omdat jy byvoorbeeld met masjinerie, besproeiingskedules en bemesting moet werk. Daar is baie oudplaaswerkers en boere wat ons as mentors kan bystaan as die owerhede instem. Hier is selfs \u2019n sonkragaanleg wat ons kan help met sonkrag-energie.\u201d<\/p>\n\n\n\n

Zandisile Luphahla, departementele woordvoerder, s\u00ea die regering gee al meer as 20 jaar geld aan landbouprojekte, waarvan sommige geslaagd is en ander nie. <\/p>\n\n\n\n

\u201cDit kan nie vir ewig aanhou nie. Op een of ander tydstip moet die ko\u00f6perasies onafhanklik word en selfstandig boer. Ongelukkig wanneer hulle nie die mas opkom nie, versoek hulle meer geld.<\/p>\n\n\n\n

\u201cWanneer geld betrokke is, begin die onmin onder boere. In die geval van Oranjesig was die projek aanvanklik baie suksesvol. Die ko\u00f6perasie wou uitbrei en het \u2019n kontrak bekom om uie aan sekere kli\u00ebnte te verskaf. Ons het die toerusting soos pompe, transformators, besproeiings\u00adtoerusting en masjinerie gekoop om hulle te help. <\/p>\n\n\n\n

\u201cHulle moes die aansluitingfooi betaal om by die Eskom-netwerk aan te sluit. Die betrokke R100 000 het egter weggeraak en die projek het doodgeloop. <\/p>\n\n\n\n

\u201cSoortgelyke voorvalle het elders ook plaasgevind. <\/p>\n\n\n\n

\u201cMase Manopole, LUR, sal die betrokke projek strategies bekyk om te besin wat die departement vir ontluikende boere met \u2019n duidelike visie en vasberadenheid kan doen om die projek te laat slaag. <\/p>\n\n\n\n

\u201cDie projekte waar \u2019n administrateur in beheer is, gedy, en regeringsbydraes word goed bestuur. <\/p>\n\n\n\n
