Die stadsbestuurder van die Sol Plaatje-munisipaliteit in Kimberley waar inwoners tydens die Desember-vakansie sonder waarskuwing vir vyf dae sonder water gelaat is, het by \u2019n openbare vergadering verskonend ges\u00ea dat sommige amptenare nie hul werk doen nie.<\/p>\n\n\n\n

Volgens hom staar die stad verskeie moontlike rampe in die gesig weens die wankelende infrastruktuur.<\/p>\n\n\n\n

Die vergadering is deur Sharon Steyn, bestuurshoof van die Noord-Kaapse Sakekamer (Nocci) bel\u00ea. Dit kom nadat die watertoevoer afgesluit is weens onklaar waterpompe. <\/p>\n\n\n\n

Teenwoordiges het kwalik hul woede en frustrasie verbloem en die munisipaliteit daarvan beskuldig dat geen onderhoud aan die vervalle infrastruktuur gedoen word nie. <\/p>\n\n\n\n

Les O\u2019Connell het ges\u00ea die projek om kleppe in die pypleidings te plaas om metersones te skep, is halfpad laat vaar en het belastingbetalers geld gekos. Volgens \u2019n ander inwoner \u201chelp geld om infrastruktuur te verbeter nie veel wanneer amptenare nie wil werk of verantwoordelik neem nie,\u201d en word inwoners minagtend behandel.<\/p>\n\n\n\n

Bonnie Sesenyamotse het gevra of bestraffende optrede teen amptenare gaan volg wat verantwoordelik was vir die voorval. <\/p>\n\n\n\n

\u201cNiemand het ons ingelig wat aangaan nie. Ek sal vrywillig by die burgersentrum gaan werk, want dit is voor die hand liggend dat onderhoud van ou infrastruktuur gedurig gedoen moet word.\u201d<\/p>\n\n\n\n

Riaan Janse van Vuuren s\u00ea inwoners wil nie met arrogansie en vermetelheid behandel word nie. <\/p>\n\n\n\n

\u201cDaar is geen watersekuriteitsplan nie. Die munisipale afvalwater in Kamfersdam wat oor die N12-roete begin spoel, is nog \u2019n dreigende ramp. Dit is benewens die lekkende water wat oor die R31-roete spoel. Ek bied my hulp en kennis vir die munisipaliteit aan.\u201d<\/p>\n\n\n\n

Volgens Tinus Rabe het die munisipaliteit nie \u2019n wetlike vereiste rampbestuursplan of \u2019n verantwoordelike amptenaar wat di\u00e9 soort situasie moet bestuur nie.<\/p>\n\n\n\n

Thapelo Matlala, stadbestuurder wat reeds ses maande in die pos is, het erken die munisipaliteit het uitdagings met personeel, prosesse en sisteme. \u2019n Verandering in kultuur word benodig. <\/p>\n\n\n\n

\u201cEk sal teen amptenare optree, maar dit is \u2019n pynlike proses.<\/p>\n\n\n\n

\u201cDie onlangse probleem met die watertoevoer het ontstaan by die Riverton-ontrekkings- en suiweringsaanleg waar pompe by die Riverton-ontrekkings- en suiweringsaanleg weens die vol Vaalrivier onder water beland, uitgehaal is en ure lank uitgedroog moes word.\u201d<\/p>\n\n\n\n

\u2019n Onlangse oudit toon die stand van die aanleg is \u2019n dreigende ramp indien amptenare nie dringend ingryp en prosesse verander word nie.<\/div>\n<\/div>\n\n\n\n

\u201cDie aanleg is wankelrig. Ons gaan een van die ou torings in die rivier waar water met pompe onttrek word, weer in diens stel. Dit is om te verseker dat as pompe in die een toring staak, kan die ander toring se pompe gebruik word. Dit sal verhoed dat die stad sonder watertoevoer is.<\/p>\n\n\n\n

Verandering verg egter tyd. Volgens Matlala moet hy die bestaande bestel tot in die fondamente skud om verandering mee te bring. <\/p>\n\n\n\n

\u201cEk het \u2019n pos geskep vir \u2019n gekwalifiseerde bestuurder by die Riverton-aanleg, wat \u2019n standaard operasionele werksplan moet volg. \u2019n Aanlegbestuurder sal ook by die Newton-opgaardamme aangestel word. Voorheen is die aangrensende skool gedurig oorstroom weens personeel- en stelselprobleme. Die water wat na die dam langs die R31-roete lek, kom van die Newton-opgaar- damme.\u201d<\/p>\n\n\n\n

Onder sy toesig is die rioollekke op Barklyweg opgelos en die Gogga-rioolpomp is in werking. Danksy druk wat hy toepas, word bouplanne vinniger goedgekeur om die plaaslike ekonomie te stu.<\/p>\n\n\n\n

Hy het reeds twee weke gelede met \u2019n plaaslike ingenieursfirma oor die watermeesterplan vergader waarna ingenieurs die Newton-opgaardamme, Riverton-aanleg en Midstream, waar die twee grootmaattoevoerpype kruis, besoek het. <\/p>\n\n\n\n

\u201cOns wil \u2019n stelsel inspan dat die een of die ander toevoerpyp in samewerking met die torings in Riverton altyd water kan voorsien. Ek het ook \u2019n afgetrede amptenaar aangestel om die wanfunksionele Homevale-rioolaanleg reg te ruk, en daar is al positiewe gevolge. <\/p>\n\n\n\n

\u201cOns benodig elektriese, chemiese en siviele ingenieurs om dienste te verbeter.\u201d
\nDit is egter nie maklik nie, want die munisipaliteit is \u201ctegnies bankrot\u201d. Waterverliese is 64%.<\/div>\n

Hy het met die minister van finansies gepraat om R2,3 miljard te bekom om die stad se waterinfrastruktuur op te knap. Dit sal behels dat die twee toevoerpype vervang en nog opgaardamme in Galeshewe en Roodepan gebou word.<\/p>\n\n\n\n

Matlala is \u2019n boorling <\/p>\n\n\n\n

van Kimberley en sy bejaarde ouers woon steeds in Galeshewe. \u201cEk weet hoe mooi die stad eens was, en hoe dit verval het. My kontrak is vyf jaar, \u2019n kort tyd om alles reg te ruk.\u201d <\/p>\n\n\n\n

Sy uitdaging is om \u2019n munisipaliteit te bou met funksionele administrasie en raad en tevrede inwoners.<\/p>\n\n\n\n

\u201cMy pos is nie net \u2019n werk nie, dit is \u2019n persoonlike uitdaging. Ek voel inwoners se pyn, en wil daarom \u2019n verskil teweeg bring.\u201d<\/p>\n\n\n\n
