Die Noord-Kaapse departement van gesondheid is benewens normale werk, \u201cvolstoom besig met die voorbereiding vir die implementering van die Nasionale Gesondheidsorgversekering (NGV)\u201d en glo ook sy negatiewe ouditverslae gaan verbeter.<\/p>\n\n\n\n

Volgens Maruping Lekwene, Noord-Kaapse LUR vir gesondheid, in sy onlangse begrotingstoespraak, is die departementele begroting van R6,4 miljard, \u201chopeloos te min om mense in die grootste provinsie te behandel en inflasie kort dienste in.\u201d<\/p>\n\n\n\n

Die begroting word aan projekte, administrasie, opleiding, gesondheidsorg en fasiliteitsbestuur, asook aan distriksgesondheid-, nood-, provinsiale hospitaal- en gesentraliseerde hospitaaldienste toegeken. Sowat 58% word aan salarisse bestee. Mediese eise beloop R1,6 miljard.<\/p>\n\n\n\n

\u201cDie boustene van die NGV is leierskap en goeie regering, toegang tot medisyne en dienste, personeel, finansiering, inligtingstelsels en dienslewering. Die projekplan sal eerste in die Phokwane-munisipaliteit getoets word. Alle hospitale en klinieke moet gelisensieer word en pasi\u00ebntl\u00eaers gedigitaliseer word.\u201d<\/p>\n\n\n\n

\u2018Beterskap\u2019 hier getoon<\/strong><\/h3>\n\n\n\n

Hy is bekommerd in die styging van siektes soos ho\u00eb bloeddruk, suikersiekte, kanker en swak geestesgesondheid. Die trauma-afdelings is onder druk weens stygende padongeluksyfers. Die dood van ma\u2019s tydens geboorte styg steeds. <\/p>\n\n\n\n

\u201cOns het \u2019n mobiele kliniek in elke distrik vir basiese gesondheidsorg gevestig. Sommige klinieke gaan bedags langer oopbly. Die druk op die Robert Mangaliso Sobukwe-hospitaal in Kimberley is verlig omdat die Galeshewe-daghospitaal nou 24 uur oop is. Ons is besig om die agterstand van 8 000 operasies te verminder, wat reeds halveer is.\u201d<\/p>\n\n\n\n

Meer portiere en instandhoudingspersoneel sal aangestel word. Hy praat met die premier om die organigram goed te keur en kundiges in kritieke poste vinniger aan te stel sonder burokratiese rompslomp. Die departement het \u2019n ooreenkoms met die Universiteit van Johannesburg (UJ) om ambulanspersoneel op te lei.<\/p>\n\n\n\n

Sewe projekte om infrastruktuur te verbeter, is reeds in werking.<\/p>\n\n\n\n

Ouditverslag nou \u2018gekwalifiseerd\u2019<\/strong><\/h3>\n\n\n\n

By \u2019n mediakonferensie oor sy begrotingstoespraak het Lekwene aangedring dat die bele\u00ebrde dr. Dion Theys, wat reeds skuldig bevind is aan oortredings van die Wet op Openbare Finansi\u00eble Bestuur (PFMA) en afsonderlik aangekla is van bedrog en korrupsie vir die verkryging van persoonlike beskermende toerusting (PPE), steeds die departementshoof en rekenkundige beampte is. <\/p>\n\n\n\n

\u201cHy het sy veroordeling op app\u00e8l geneem en bly onskuldig tot skuldig bewys, maar is opsy geskuif as die gesig van die administrasie om te toon dat ons ernstig is om korrupsie te bekamp.\u201d<\/p>\n\n\n\n

Intussen moet die departement benewens Theys se besoldiging ook die salaris van Mxolisi Mlatha, waarnemende departementshoof, betaal. Daniel Gaborone, die finansi\u00eble hoof wat saam met Theys aangekla is, is ook nog in sy pos. <\/p>\n\n\n\n

Hoewel \u2019n skoon ouditverslag van die ouditeur-generaal (OG) die departement al dekades ontwyk, is Lekwene bly dat die ouditmening van afwysend na gekwalifiseerd verbeter het. Hy glo die 2023-\u201924-ouditverslag gaan verdere verbetering toon.<\/p>\n\n\n\n

In die gekwalifiseerde ouditverslag van 2022-\u201923 wys die OG daarop dat die rekenkundige beampte verantwoordelik is vir die gesonde funksionering van die departement. Die jongste gekwalifiseerde ouditmening is gegrond op die \u201cwesenlike gebrekkige interne beheer.\u201d <\/p>\n\n\n\n

Kritieke aspekte ontbreek<\/div>\n
Kritieke aspekte van goeie bestuur, soos \u2019n gebrek aan tugstappe teen amptenare wat wette oortree, verswak stabiliteit en effektiwiteit.<\/div>\n<\/div>\n\n\n\n

Die finansi\u00eble state wat die departementshoof ingedien het, is nie voorberei ingevolge die voorskrifte van die PFMA nie. Wesenlike wanvoorstellings is bemerk en is gekorrigeer of bykomende dokumente is verskaf. Voorkomende effektiewe stappe is nie gedoen om onre\u00eblmatige uitgawes te voorkom nie, veral met aankope. <\/p>\n\n\n\n

Soos met die vorige geldjaar, het die rekenkundige beampte ook nie ingevolge wetgewing mededingende tenders versoek vir dienste en goedere van meer as R1 miljoen nie. Verskeie ander bepalings in die verkrygingsbeleid is oortree.<\/p>\n\n\n\n

OG vind geen bewyse vir stappe teen finansi\u00eble wangedrag<\/strong><\/h3>\n\n\n\n

Die OG kon geen bewysmateriaal vind dat ondersoeke gedoen of stappe gedoen is teen amptenare vir finansi\u00eble wangedrag of dat onre\u00eblmatige en vrugtelose uitgawes nie voorkom is nie. <\/p>\n\n\n\n

Amptenare het ook nie effektief opgetree om uitstaande geld te in nie. Spesifieke inligtingstelsels is nie ingespan om die vordering en behaling van teikens, kernoogmerke en dienslewering, te moniteer nie.<\/p>\n\n\n\n

Die OG kon ook nie betroubare en genoegsame ouditbewyse kry dat die prestasie van sekere programme wat deur die distriksgesondheidsdienste-toelae, die distriksgesondheid-komponent en die NGV-toelae befonds is, ge\u00ebvalueer is nie.<\/p>\n\n\n\n

In etlike gevalle was daar nie ondersteunende dokumente nie en is wesenlike verskille tussen die werklike en gerapporteerde prestasies, soos byvoorbeeld die reaksietyd van ambulanse, opgelet. Die aangemelde prestasies was nie betroubaar genoeg om te bepaal of teikens werklik bereik is of nie. <\/p>\n\n\n\n

Lekwene s\u00ea hulle neem kennis van die ouditmening en het \u2019n strategie om te verbeter. \u201cOns het \u2019n verliese-komitee aangestel om onre\u00eblmatige of ongemagtigde uitgawes te ondersoek en stappe teen betrokkenes te doen. Daar is planne vir gevolge-bestuur.\u201d<\/p>\n\n\n\n

Hy s\u00ea private hospitale gaan as deel van hul maatskaplike verantwoordelikhede staatshospitale bystaan.<\/p>\n\n\n\n

\u201cIn die afgelope finansi\u00eble jaar is al die regeringstoelaes bestee en niks is aan die tesourie teruggestuur soos in die verlede nie. Ons besnoei aan onnodige uitgawes en hou beter rekords.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
