Aaron Motsoaledi, minister van gesondheid, laat beteken as deel van di\u00e9 burgerregte organisasie se regsaksie om die grondwetlikheid van die omstrede Wet op Nasionale Gesondheidsversekering (NGV) te betwis. <\/p>\n\n\n\n<p>Die stap is op Woensdag 18 Februarie tydens \u2019n mediakonferensie by die vervalle Kempton Park-hospitaal aangekondig as \u2019n waarskuwing van dit wat op die land se gesondheidsektor kan wag sou NGV in werking gestel word. &nbsp;<\/p>\n\n\n\n<p>Hoewel ander instellings reeds regstappe teen di\u00e9 wet ingestel het, is di\u00e9 aksieproses die eerste van sy soort teen die wet. AfriForum se dagvaarding voer \u2019n omvattende aanslag teen die NGV-wet en wys op die ongrondwetlikheid van verskeie bepalings daarin. Die ANC het reeds oorgenoeg bewyse ontvang dat dit nie mense se gesondheidsorg sal verbeter nie, maar hulle bly verkleef daaraan weens ideologiese redes. D\u00eds waarom AfriForum dit nie kan laat voortgaan nie,\u201d s\u00ea Van Zyl.<\/p>\n\n\n\n<p><strong>LEES OOK: <\/strong><a href=\"https:\/\/novanews.co.za\/opposition-slams-health-minister-over-unsanctioned-nhi-tax-plans\/\" target=\"_blank\" rel=\"noreferrer noopener\">Opposition slams health minister over \u201cunsanctioned\u201d NHI tax plans<\/a><\/p>\n\n\n\n<p>In die lig van Suid-Afrika se huidige politieke en ekonomiese klimaat s\u00ea Louis Boshoff, AfriForum se woordvoerder oor gesondheid, dat NGV heeltemal onwerkbaar is. Volgens Boshoff is die slegste ding wat belastingbetalers nou kan tref die toewysing van fondse \u2013 ekwivalent aan 10% van Suid-Afrika se bruto binnelandse produk \u2013 aan \u2019n gesondheidsorgstelsel wat nooit effektief sal funksioneer nie.<\/p>\n\n\n\n<p>\u201cDie ware koste van NGV sal egter veel meer wees as die blote randwaarde daarvan. Die verlies aan onder meer grondwetlike regte en pasi\u00ebnte se vryheid van keuse sal veroorsaak dat daar uiteindelik \u2019n veel ho\u00ebr prys betaal word,\u201d s\u00ea Boshoff.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-talle-kwessies-nie-deurgewerk-nie\">&#8216;Talle kwessies nie deurgewerk nie&#8217;<\/h3>\n\n\n\n<p>Volgens di\u00e9 gekombineerde dagvaarding van 80 bladsye is die aangeklaagdes die president van die Republiek van Suid-Afrika, minister van gesondheid, minister van finansies, speaker van die nasionale vergadering, en die voorsitter van die nasionale raad van provinsies, onderskeidelik as die eerste, tweede, derde, vierde en vyfde verweerder.<\/p>\n\n\n\n<p>Die eiser, AfriForum, wil met hierdie aksie die NGV-wet ongrondwetlik laat verklaar gegrond op talle punte in die dokument uiteengesit. <\/p>\n\n\n\n<p>Onder gebrek aan rasionaliteit rakende die NGV-raamwerk, word onder meer genoem dat die proses wat oor 15 jaar (sedert 2010) tot die NGV-wet gelei het, nie in staat was om &#8216;n finansi\u00eble uitvoerbaarheids-assessering hiervan te genereer nie. Hier word spesifiek verwys na die Davis Tax Commission se kommer hieroor n\u00e1 die publisering van die Witskrif in 2017: &#8220;The large degree of uncertainty and lack of common understanding of how the NHI will be implemented and operate is of concern, given the magnitude of the proposed reform&#8221;. <\/p>\n\n\n\n<p>Tot op hede is die en ander finansi\u00eble kwessies nog nie deurgewerk nie, aldus die dokument.<\/p>\n\n\n\n<p>Dit word ook gestel dat verskeie bepalings in die wet deur vaagheid en onbepaaldheid gekenmerk word. <\/p>\n\n\n\n<p>Volgens &#8216;n <a href=\"https:\/\/www.parliament.gov.za\/project-event-details\/54\" target=\"_blank\" rel=\"noreferrer noopener\">regeringsdokument<\/a> beoog die NGV om Suid-Afrikaners van alle rasse, ryk of arm, asook wettige langtermyn-inwoners, se mediese uitgawes te dek, met een poel gesondheidsorgbefondsing vir private en openbare gesondheidsorgverskaffers.<\/p>\n\n\n\n<p>&#8220;Wanneer mense gesondheidsorgfasiliteite besoek, sal daar geen fooie gehef word nie, want die NGV-fonds sal die koste van mense se mediese sorg dek op dieselfde manier as wat mediese fondse vir hul lede doen,&#8221; lui die dokument.<\/p>\n\n\n\n<p>Hiervolgens sal dit befonds word uit algemene belastings, bydraes van persone wat bo &#8216;n vasgestelde bedrag verdien, en maandelikse bydraes wat deur die
