{"id":46723,"date":"2023-08-11T10:42:20","date_gmt":"2023-08-11T08:42:20","guid":{"rendered":"https:\/\/novanews.co.za\/mthathaexpress\/council-has-elected-new-speaker-20230808\/"},"modified":"2025-03-21T00:46:06","modified_gmt":"2025-03-20T22:46:06","slug":"council-has-elected-new-speaker-20230808","status":"publish","type":"post","link":"https:\/\/novanews.co.za\/mthathaexpress\/council-has-elected-new-speaker-20230808\/","title":{"rendered":"Council has elected new Speaker"},"content":{"rendered":"\n<p>Councillor Nkosomzi Nomnganga, of Umzimvubu Local Municipality, has been elected as the new Council Speaker for this municipality.<\/p>\n\n\n\n<div 'helvetica=\"\" arial;font-size:16px;white-space-collapse:preserve;background-color:#fcfcfb;\"=\"\" data-block=\"true\" data-editor=\"25uhk\" data-offset-key=\"8nt30-0-0\" helvetica,=\"\" neue',=\"\" pro',=\"\" sans=\"\" source=\"\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"8nt30-0-0\">\n<div 'helvetica=\"\" arial;font-size:16px;white-space-collapse:preserve;background-color:#fcfcfb;\"=\"\" data-block=\"true\" data-editor=\"25uhk\" data-offset-key=\"3a5q2-0-0\" helvetica,=\"\" neue',=\"\" pro',=\"\" sans=\"\" source=\"\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"3a5q2-0-0\">\n<div 'helvetica=\"\" arial;font-size:16px;white-space-collapse:preserve;background-color:#fcfcfb;\"=\"\" data-block=\"true\" data-editor=\"25uhk\" data-offset-key=\"133ck-0-0\" helvetica,=\"\" neue',=\"\" pro',=\"\" sans=\"\" source=\"\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"133ck-0-0\">\n<p>According to the Speaker, Nokhanyo Zembe, the election of the new Speaker took place during a Special Council Meeting held on Tuesday, August 1, in Kwa Bhaca. <\/p>\n<p>According to her, the council proceedings for the election of the new Speaker were led by the Accounting Officer, Tobela Nota.<\/p>\n<p>\u201cThe election of the Speaker was done in accordance with Chapter 3 of the Local Government Municipal Structures Act no.1998, which states that each Municipal Council must have a chairperson who will be called the Speaker,\u201d said Zembe.<\/p>\n<p>She added at its first sitting after the election, or when necessary to fill a vacancy, a Municipal Council must elect its Speaker from among the Councillors. <\/p>\n<p>She added that the Municipal Manager of the municipality, or if the Municipal Manager is not available, a person designated by the MEC for local government in the province, presides over the election of a Speaker.<\/p>\n<p>\u201cUpon accepting his new role, he added that it would be daunting, but he was prepared for the journey ahead. He cited the importance of working together as a council to enable him to execute his duties diligently.\u201d<\/p>\n<p>The mayor of Umzimvubu Local Municipality, Councillor Zukiswa Ndevu, congratulated him on his new role as the Speaker of the Council.
