The Mthatha-based Hawks arrested Squad Five Productions CC director, Nceba Ntlokwana, on charges of alleged fraud, forgery, and uttering, involving an R18 million tender to provide temporary shelters in the OR Tambo region.

Hawks provincial spokesperson, Captain Yolisa Mgolodela, said the allegations stemmed from a tender advertised by the EC Department of Human Settlements in January 2020 to provide 292 temporary shelters.

“Among the pre-qualification of the specification when the tender was advertised was that the prospective service provider must have a business address in the OR Tambo region and also previous experience in similar projects. Ntlokwana allegedly submitted a tender document with a proof of a business address in Mthatha and a certificate of completion of work from eThekwini Metropolitan Municipality,” she said.

Based on the documentation submitted, Mgolodela said, both the Bid Adjudication and Bid Evaluation committees recommended that the R18.3 million tender be awarded to Squad Five Productions CC.

She said that during the supply and erection period, information was received about the irregular awarding of a tender, leading to an investigation by the Hawks.

The investigation revealed that the proof-of-business address on the lease agreement and the certificate of completion of work were indeed fraudulent. The owner of the property reportedly had no knowledge of the lease agreement and the eThekwini Metro Municipality rejected the certificate of completion of work. At the time of whistleblowing, the department had been prejudiced of more than R6 million.

Ntlokwana appeared before the Mthatha Specialised Commercial Court on the same day of his arrest, June 26.

He was released on R10 000 bail, with his case remanded to August 27, Mgolodela said.
