First you must slow it down, then stop it. You slowly turn it to where you want to steer it, then build up steam again, eventually gaining top speed. <\/p>\n\n\n\n<p>\u201cThis is exactly what the late Mayor was tasked to do when the term started and I want to thank her for the heroic accomplishment of turning this municipality around. <\/p>\n\n\n\n<p>\u201cIt is my full intention to get us back to top speed.\u201d<\/p>\n\n\n\n<p>\n <span>Burgemeester bring hulde aan sy voorgange<\/span>r<\/p>\n\n\n\n<p>KOUGA se nuwe burgemeester, Horatio Hendricks, het hulde gebring aan sy voorganger toe hy sy eerste begrotingsrede gelewer het.<\/p>\n\n\n\n<p>Hendricks het die ontslape burgemeester, Elza van Lingen, geprys vir die wyse waarop sy die munisipaliteit omgekeer het.<\/p>\n\n\n\n<p>\u201cDit neem tyd om \u2018n munisipaliteit wat swak presteer om te keer. Dit is soos om \u2018n groot stoomboot om te moet draai wat in die verkeerde rigting vaar.<\/p>\n\n\n\n<p>\u201cDie boot moet eers tot stilstand gebring word en dan omgedraai word in die regte rigting. Dan moet die boot eers weer stoom opbou totdat dit weer teen top spoed vaar.<\/p>\n\n\n\n<p>\u201cDit is presies wat daar van ons voormalige burgemeester verwag is toe die termyn in 2016 begin het.
