Beleaguered Enoch Mgijima Local
\nMunicipality (EMLM) council has resolved on Tuesday, October 18, in a \u201chighly confidential\u201d special council meeting to immediately part ways with two of its
\nsenior managers. <\/p>\n\n\n\n

On the agenda, that was not
\nsupposed to be seen by the media but landed in the hands of Komani-Karoo
\nExpress<\/em>, the items for discussion was \u201cLegal implications: Termination of
\ncontracts of municipal manager (MM) and Director Community Services\u201d. <\/p>\n\n\n\n

The municipal manager is
\nNokuthula Zondani and community services director is Linda Bolani. <\/p>\n\n\n\n

Bolani\u2019s
\nappointment was set aside by the Makanda High Court in July<\/strong><\/a> as invalid as previously reported. <\/p>\n\n\n\n

Zondani\u2019s term was marked by
\nconstant bickering with former administrator Monwabisi Somana. Under her
\ntenure, council took premier Oscar Mabuyane to court over what it claimed was a
\nbotched administration. <\/p>\n\n\n\n

Council, at the time, claimed municipal debts were
\nspiralling out of control because of the administrator. The municipality now
\nowes Eskom over R700 million. <\/p>\n\n\n\n

Zondani also received a suspended sentence, along
\nwith former mayor Luleka Gubhula, for contempt of court. However, the duo
\nsuccessfully appealed the sentence<\/strong><\/a>. <\/p>\n\n\n\n

Speaking to Komani-Karoo Express<\/em>
\non condition of anonymity, three independent sources confirmed Zondani and
\nBolani had been shown the door.<\/p>\n\n\n\n

\u201cToday\u2019s council meeting was about the
\nconfirmation of the 30th<\/sup> September meeting where a resolution was
\ntaken to dismiss Bolani. The meeting dealt to a large extent with the
\ntermination of the MM\u2019s contract,\u201d the source said. <\/p>\n\n\n\n

\u201cThe end of October is the last
\nday for the MM. However, she will be placed on special leave with immediate
\neffect until the expiry of the contract,\u201d he said. <\/p>\n\n\n\n

Another source, who also attended
\nthe meeting, said it was resolved that failure by Bolani to abide by the high
\ncourt decision should lead to a court interdict. <\/p>\n\n\n\n

Another councillor, also
\nspeaking anonymously, said council was in unison that Zondani should be let go
\nciting a number of incidents including lack of service delivery. He added that council was divided on when Zondani should leave. <\/p>\n\n\n\n

\u201cThere are views that she should
\nbe left to finish the remaining nine days. But we feel she must go on special
\nleave and be paid while at home. We don\u2019t know what else she can do if she
\nremains in office,\u201d he said. <\/p>\n\n\n\n

The politician said among discrepancies allegedly committed
\nby Zondani was paying Bolani\u2019s salary, despite cooperative governance and
\ntraditional affairs MEC not concurring to the appointment. He also cited damaged
\nroads and dilapidated municipal buildings, excluding those that caught fire.
\nThe latter include the historic town hall that was gutted in fire early this
\nyear.<\/p>\n\n\n\n

The source said Zondani was not
\nsupposed to have been employed on a five year contract as it was in the middle
\nof a council term when she was appointed in 2019. He said MM\u2019s term of office
\nshould be aligned to that of council referring to the Municipal Structures Act.\n<\/p>\n\n\n\n

A quick google search<\/strong><\/a> said: \u201cAny municipal manager who is
\nappointed after the Municipal Systems Act takes effect, must be appointed
\non a <\/strong>fixed term of
\nemployment. The term of employment must end within the first two years
\nafter a new municipal council is elected.\u201d <\/p>\n\n\n\n

EMLM spokesperson Lonwabo Kowa
\nfailed to respond to a media query from Komani-Karoo Express<\/em> relating to the
\nresolutions of the council meeting. Bolani also did not respond to pointed
\nquestions sent to her. Attempts to contact Zondani proved futile at the time of
