The Greater Hermanus Stakeholders Forum (GHSF) held a
\nvirtual meeting on 15 February to discuss the proposed development at
\nSchulphoek.<\/p>\n\n\n\n
The forum engaged in a three-hour-long engagement debating
\nthe future of Schulphoek in a meeting convened by the Western Cape Minister of
\nHuman Settlements, Tertuis Simmers, and Overstrand Executive Mayor Dudley
\nCoetzee together, which involved their respective administrations.<\/p>\n\n\n\n
Simmers had come on board since the Western Cape Provincial
\nGovernment bought the Schulphoek land in October 2019 for R31,7 million from
\nprivate owners.<\/p>\n\n\n\n
The following resolutions were agreed to: that the Better
\nLiving Model (Now Mixed-use Development) be expedited, that government and
\ncommunity would work together to ensure the realisation of the project with
\nspeed, that workgroup meetings would resume immediately and meet once a month,
\nand stakeholder forum meetings continue on a bi-monthly basis. Also, the social
\ncompact of the Zwelihle component be established immediately and be composed of
\ncouncillors who are all serving the Zwelihle community and ward committee
\nmembers from each ward in Zwelihle, totalling six.<\/p>\n\n\n\n
The proposed Schulphoek Better Living Model is a
\nmixed-development strategy, where higher-income housing will cross-subsidise
\nlower-income housing. The aim is to provide accessible housing options for the
\nemerging middle class, consisting of teachers, nurses, municipal personnel and
\nmembers of the police. The model will include green spaces for milkwood forests
\nand important archaeological sites, a mixed-use area consisting of buildings
\nwith shops and flats, a high-density area on the seafront, a promenade, single
\nresidential areas, sport fields and a Mariculture complex.<\/p>\n\n\n\n
\u201cThe planned mixed-use development for qualifying
\nbeneficiaries will include Finance Linked Individual Subsidy Programme (FLISP),
\nBreaking New Ground (BNG) or free housing, Open-Market units, serviced sites
\nfor those who want to build their own homes as well as socio-economic
\nfacilities,\u201d says Simmers. One of the previous issues was the fact that there
\nwas difficulty in gaining access to the informal area near and within
\nSchulphoek to complete the enumeration study. \u201cIt is vital that the municipal
\nstaff have safe access into the informal area to complete the enumeration
\nstudy,\u201d Simmers pointed out. \u201cThis will assist in determining the exact number of
\nstructures and people living there. This study, and not the previous, now
\noutdated one, will help establish how much funding the municipality will avail
\nin their new budget to ensure the much-needed basic services are provided.\u201d He
\nthanked the GHSF for the robust engagement, which was an opportunity once again
\nto emphasise their commitment to the implementation and successful completion
\nof this strategic project.\u201cSince taking office, I\u2019ve maintained this project is
\none that requires urgent attention, for it will greatly assist the people of
\nHermanus. I\u2019m pleased with the positive strides being made, particularly the
\nrather vocal call from more forum members that this development continue. I\u2019d
\nlike, once again, to urge all members to work together, remain united and
\ncontinue transparent engagements as we forge ahead.\u201d<\/p>\n\n\n\n
