N\u00e1 jare se wag vir elektrisiteit skyn daar uiteindelik ‘n liggie aan die einde van die tonnel vir inwoners in die Kanaal- en Bloekombos-informele nedersettings in Sir Lowry’s Pass.\n<\/p>\n\n\n\n
Eskom is tans besig om di\u00e9 gemeenskappe aan die netwerk te koppel en die inwoners van die aangrensende Sir Lowry’s Pass-gemeenskappe is opgewonde om hul kos te verkoel en met hul eie krag te kook.\n<\/p>\n\n\n\n
‘n Eskom-woordvoerder het ges\u00ea hul kan in hierdie stadium egter nie kommentaar lewer nie, omdat die elektrifisering van die gebiede nog nie voltooi is nie. Tog bekou die gemeenskap dit as ‘n oorwinning, hoewel die projek nie amptelik voltooi is nie. \n<\/p>\n\n\n\n
Die proses is al vier jaar aan die gang en het vereis dat die hele gemeenskapsleierskap verenig sodat amptenare hul stemme kon hoor.\n<\/p>\n\n\n\n
Dit het alles begin toe inwoners soos Blowdine Abrahams, wat by die Tuin-gronde in Kanaal woon, moeg geword het om ander mense vir elektrisiteit te betaal. Kanaal het sy naam gekry omdat die strukture langs die kanaal wat deur die dorp loop gele\u00eb is \u2013 ‘n gebied wat na bewering byna drie dekades lank sonder erkenning bestaan.<\/p>\n\n\n\n
“Ag nee, dis absoluut nie lekker nie. As hulle lus het om jou kragprop uit te trek, dan doen hulle dit,” verduidelik Abrahams.<\/p>\n\n\n\n
Uit desperaatheid het sy die gemeenskapsleier Petrolene “Sister Lee” Alberts genader. Alberts is ‘n inwoner van Rasta-kamp en het die uitdaging aanvaar om te verseker dat haar gemeenskap hierdie basiese diens ontvang.<\/p>\n\n\n\nDie gemeenskapsleier Sister Lee skakel die ligte by een van die nuut ge\u00eblektrifiseerde huise in Kanaal aan. “Sy het ges\u00ea sy kan nie net vir my met krag help nie; as sy dit doen, dan sal sy die hele Kanaal en Bloekombos moet help,” s\u00ea Abrahams.<\/p>\n\n\n\n
Alberts het eerste die Stad Kaapstad en Eskom genader. Dis toe sy die werklike probleem ontdek het: Kanaal is nooit as ‘n informele nedersetting erken nie. “Ek aanvaar nie ‘nee’ as ‘n antwoord nie, tensy jy ‘n goeie antwoord vir my het,” verduidelik Alberts.\n<\/p>\n\n\n\n
By elke geleentheid het sy die owerhede gekonfronteer om elektrisiteit vir haar mense te kry. “N\u00e1 ‘n rukkie het die departement van menslike nedersettings die saak hanteer, maar ons het hulle bly herinner,” s\u00ea Alberts. \n<\/p>\n\n\n\n
“Ek het die saak op elke vergadering geopper totdat die raadslid Norman McFarlane ges\u00ea het: ‘Dit is ‘n saak wat al dekades lank aan die gang is, dus moet ons dit takel.’\u2009”\n<\/p>\n\n\n\n
McFarlane s\u00ea hy het aan die begin van sy termyn bewus geword van die situasie. “Ek het al baie keer met die menslike- nedersetting-afdeling gepraat,” s\u00ea hy. “Ek het ges\u00ea hulle moet ‘n plan maak om huisnommers aan die mense van Kanaal en Bloekombos te versprei. Sonder huisnommers kan Eskom nie krag verskaf nie.” <\/p>\n\n\n\n
Vir hom was dit ‘n kwessie van basiese dienslewering. \n<\/p>\n\n\n\n
Intussen het die Stad die status van die nedersettings amptelik bevestig.\n<\/p>\n\n\n\n
Die Stad se adjunkburgemeester en burgemeesterskomiteelid vir ruimtelike beplanning en omgewing, Eddie Andrews, het bevestig dat beide die Distriksruimtelike Ontwikkelingsraamwerk vir Helderberg en die Plaaslike Ruimtelike Ontwikkelingsraamwerk vir Sir Lowry’s Pass die Kanaal-informele nedersetting insluit.\n<\/p>\n\n\n\n
“Kanaal is ge\u00efdentifiseer om in die Sun City-informele nedersettingsgebied ingesluit te word,” s\u00ea Andrews.\n<\/p>\n\n\n\n
Carl Pophaim, die burgemeesterskomiteelid vir menslike nedersettings, het bevestig dat die informele nedersettings al byna 15 jaar bestaan, met ongeveer 34 strukture in Kanaal en 250 in Bloekombos. Albei nedersettings sal daarom chemiese toilette en krane ontvang.\n<\/p>\n\n\n\n
Maar die verligting dat hulle besig is om elektrisiteit te kry, kan op die inwoners se gesigte gesien word.\n<\/p>\n\n\n\nGemeenskapsleiers se gesigte straal van vreugde nadat die Kanaal- en Bloekombos-informele nedersettings uiteindelik elektrisiteit ontvang het. “Sommige van my bure woon al dekades hier,” s\u00ea Shaheeda Ellis. “Hulle veg al langer as 20 jaar om elektrisiteit te kry.”\n<\/p>\n\n\n\n
Abrahams is verheug dat sy nie meer vir elektrisiteit van bure hoef te betaal nie.\n<\/p>\n\n\n\n
“Ek wou net die Vader en Sister Lee en die raadslid wat dit moontlik gemaak het, bedank,” s\u00ea sy. “Ek het nou onafhanklikheid oor my eie krag.”\n<\/p>\n\n\n\n
N\u00e1 die lang stryd is Alberts en McFarlane verlig dat hulle uiteindelik die wenstreep bereik het. “Ons het hoogte- en laagtepunte gehad, maar ons het die wenstreep bereik,” s\u00ea Alberts. \n<\/p>\n\n\n\n
