The City of Cape Town has terminated all contracts with Triple C Maintenance and Services after the company’s owner allegedly attempted to bribe the City manager, Lungelo Mbandazayo, with R 1.4 million in cash.

The termination follows a joint investigation by the City’s Ethics and Forensics Department and the South African Police Service (SAPS). Working with SAPS in a controlled operation, Mbandazayo acted as an authorised agent, leading to the arrest of the business owner, Shaun Roos.

The 56-year-old Roos is due to appear in the Cape Town Magistrates’ Court today (Thursday 12 March) on corruption charges for information related to his bid for bail.

The terminated contracts are primarily construction-related, covering road maintenance, resurfacing and stormwater infrastructure projects.

“Corruption will not be tolerated in any form, and any attempts to improperly influence municipal officials will be met with firm and decisive action,” the City assured in statement issued on Thursday morning.

The municipality has implemented alternative arrangements to ensure uninterrupted service delivery while proceeding with processes to replace the terminated contracts or engage appointed standby suppliers.

“The City remains committed to maintaining municipal services while upholding strict ethical standards in all operations.”
