{"id":52747,"date":"2025-02-27T06:06:28","date_gmt":"2025-02-27T04:06:28","guid":{"rendered":"https:\/\/novanews.co.za\/bloemnuus\/jou-inset-tel-20250226-2\/"},"modified":"2025-03-20T07:08:01","modified_gmt":"2025-03-20T05:08:01","slug":"jou-inset-tel-20250226-2","status":"publish","type":"post","link":"https:\/\/novanews.co.za\/bloemnewsexpress\/jou-inset-tel-20250226-2\/","title":{"rendered":"Jou inset tel"},"content":{"rendered":"\n<p>Inwoners van die Mangaung-metro word aangemoedig om voor die spertyd van Vrydag 28 Februarie insette te lewer tot die metro se integrale ontwikkelingsprogram (IDP) en die begroting-oorsigproses.<\/p>\n\n\n\n<p>Jan-Hendrik Cronje, DA-wyksraadslid, s\u00ea die gemeenskap se insette is noodsaaklik om die regering vir die behoorlike besteding van geld verantwoordbaar te hou.<\/p>\n\n\n\n<p>Die IDP is \u2019n wetlik bindende strategiese plan wat die munisipaliteit se ontwikkelingsvoorkeure oor vyf jaar rig, en dit moet jaarliks hersien word.<\/p>\n\n\n\n<p>\u201cHierdie proses gee aan inwoners die mag om \u2019n invloed te h\u00ea op besluite oor infrastruktuurprojekte, maatskaplike ontwikkelings-programme en geldelike toewysings,\u201d verduidelik hy.<\/p>\n\n\n\n<p>Cronje s\u00ea al word miljoene rande aan kritieke diense toegewys, het die ouditeur-generaal se verslag ernstige onderbesteding gewys vir die metro se dienslewering en begrotingsimplementerings-plan vir die tweede semester tot op 31 Desember 2024.<\/p>\n\n\n\n<p>Dit sluit R274 miljoen in wat bestee moes word aan gemeenskapsdienste, waarvan net 2,4% bestee is. Dit het onder meer gelei tot parke wat nie onderhou word nie, onvoldoende vullisbeheer en die agteruitgang van openbare geriewe.<\/p>\n\n\n\n<p>Van die beplannings-afdeling se R57 miljoen wat begroot is, is slegs 7,24% bestee, wat \u2019n drastiese oponthoud met infra\u00adstruktuurprojekte tot gevolg gehad het.<\/p>\n\n\n\n<p>Van die R131 miljoen wat vir paaie en stormwater\u00adinstandhouding begroot is, is slegs 5,02% bestee. Paaie is in \u2019n swak toestand en oorstroom elke keer dat \u2019n re\u00ebnbui val.<\/p>\n\n\n\n<p>Bykomend tot die erge onderbesteding, gaan inwoners onder die watertekort en die gevolge van verouderde infrastruktuur gebuk.<\/p>\n\n\n\n<p>Hoewel R138 miljoen begroot is om die waterinfrastruktuur op te knap, is nog net R56 miljoen bestee. Nog niks van die begroting vir die beplande Pellissier-reservoir is gebruik nie, hoewel dit vanself\u00adsprekend is hoe dringend dit nodig is.<\/p>\n\n\n\n<p>Cronje s\u00ea geskrewe insette vir die IDP se oorsig vir 2025-\u201926 kan gestuur word na IDPcomments@mangaung.co.za, asook aan die betrokke wyksraadslid.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Intussen is twee lede van die parlement\u00eare portefeulje\u00adkomitee vir samewerkende regering die week in die Vrystaat om ondersoek in te stel na die agteruitgang van dienslewering en die geldelike wanbestuur van die metro.<\/li>\n<\/ul>\n\n\n\n<p>Die DA-parlementslede Marina van Zyl en Cathlene Labuschagne woon vandeesweek vergaderings by om inligting in te win oor die geldelike regrukplan van die metro wat nie gevolg word nie.<\/p>\n\n\n\n<p>Die DA is ook bekommerd oor die burgemeester se duur plan om die Bloemfonteinse dieretuin oop te maak terwyl belangrike dienslewering in die stad
