After non-action by the Mangaung Metro and following findings of the South African Human Rights Commission (SHRC) in 2024, the DA in the Mangaung Metro<\/a> now calls on the city manager, Sello More, to initiate disciplinary proceedings against two senior officials in the metro.<\/p>\n\n\n\n

DA councillor Dirk Kotze says this follows the latest widespread diesel shortages that disrupted refuse collection services across multiple wards. \n<\/p>\n\n\n\n

“This is not an isolated incident; similar failures occurred in January. These repeated breakdowns point to a lack of planning, poor management, and a failure of senior-level leadership.”\n<\/p>\n\n\n\n

Kotze says the commission found that the metro has violated residents’ constitutional rights following continued and unacceptable failures in basic service delivery. The metro<\/a> was then ordered by the SHRC to deliver an action plan within three months that must be submitted to council.<\/p>\n\n\n\n

“Since then, no plans to improve service delivery in the metro was submitted to be approved,” Kotze said.\n<\/p>\n\n\n\n

The DA has now started with a formal request to initiate disciplinary proceedings against the Head of Department for Infrastructure, Itumeleng Masobeng, and the Head of Department for Community and Social Development, Thabang Thinda.\n<\/p>\n\n\n\n

Kotz\u00e9 said senior managers must be held accountable for their performance, especially where there is clear evidence of negligence, failure to act, and non-compliance with constitutional and legislative obligations.<\/p>\n","protected":false},"excerpt":{"rendered":"
