The photo caption was published on 22 November, titled “Becoming the face of the Department of (ill) Health.” It read as follow: The premises of the Free State Department of Health’s headquarters, Bophelo House in Bloemfontein’s CBD, is in sharp contrast to the saying “cleanliness is next to godliness”. Natural vegetation engulfs the facility as the culture of a neglect of maintenance takes shape.
Express can confirmed the condition at the provincial department’s headquarters has since changed, thereby publishing a latest photo (above), showing neat and tidy premises. According to the department, cleaning of the premises was undertaken as part of the department’s Corporate Wellness Programme on 17 November. So, the cleaning of the premises happened when the perceived unpleasant photo (bottom), had already been finalised for production for the newspaper of 22 November, having been taken on (16 November), which was prior the cleaning of the premises as part of the department’s Corporate Wellness.

It is imperative to publish the two photos, the updated photo to examine both sides of issue to forming a firm position.
